  7. Transportation Conformity SIPs • Working with states to get updates made and to remove unnecessary SIP triggers (flexibility offered by SAFETEA-LU) • AL SIP has been finalized • SC and KY have SIPs in-house under review

  8. MOVES Update Motor Vehicle Emissions Simulator

MOVES Update • MOVES can estimate emissions for on-road and nonroad mobile sources, cover a broad range of pollutants, and allow multiple scale analysis--from fine-scale to national inventory estimation • Replacement for MOBILE6 and NONROAD for all official analyses associated with regulatory development, statutory compliance requirements, and national/regional inventory projections • Draft version of MOVES now available-Draft is not approved for use in State Implementation Plans or conformity determinations, but modelers are encouraged to use the model and provide comment to EPA. Final version of MOVES for car and truck emissions is planned for late 2009 • Web info at: http://www.epa.gov/otaq/models/moves/index.htm

  10. What Should You Do Now? Work now to develop the required input databases for MOVES! Use these for the final version. Updatecomputer hardware Dual-core processor (faster is better) At least 1 GB memory (more is better) At least 40 GB storage (more is better, output files can be very large ) Consider setting up a distributive network (specs of “master” computer are key) Windows XP or 32-bit Vista NOTE: Current version of MySQL does not work on 64-bit Vista Provide feedbackon Draft MOVES 2009. Early feedback gives OTAQ more time to make revisions

Emergency Fuel Waivers • Under very limited circumstances, federal fuel requirements can be waived per CAA section 211(c)(4)(C). • Most common for fuel disruption related to natural disasters or other “acts of God” • Regional office can facilitate, so please: • Remember to contact Region 4 in addition to EPA HQ • Provide updates to Region 4 NOW for Emergency Contacts at your agency if changes from last year. • Visit EPA’s website at http://www.epa.gov/compliance/resources/faqs/civil/fuelwaiver.html for more information for contacts, criteria, and Q&A’s. • 2008 was active season - be prepared !!

Renewable Fuels Standard (RFS) • Proposal on May 5, 2009 to revise National RFS program as required by Energy and Independence Security Act (EISA) of 2005 • Establish the revised annual renewable fuel standard (RFS2) for new specific volume standards for cellulosic biofuel, biomass-based diesel, advanced biofuel and total renewable fuel. Increases beginning in 2008 (9.0 Bgal total) to reach 36 Bgal by 2022 • Analyzed lifecycle analysis of greenhouse gas emissions from renewable fuels and the feedstocks used to produce them • Regulatory requirements apply to both domestic and foreign producers and importers of renewable fuel

Other Current Fuel Items • April 21, 2009 – Notice of receipt of waiver application to increase the allowable ethanol content of gasoline to 15% - EPA has 270 days to grant or deny the waiver • May 6, 2009 – President established the Biofuels Interagency Working Group, comprised of EPA, DOE, and USDA to develop biofuels market development program, coordinate biofuel infrastructure policies, study biofuel lifecycle and help existing producers secure credit/financing • May 19, 2009 – Notice of upcoming joint rulemaking by EPA and USDOT (NHTSA) to establish vehicle greenhouse gas emissions and Corporate Average Fuel Economy (CAFÉ) standards

R4/SEDC selections are complete, pending processing to fund 17 projects from $19M total (10 from 2009 competition, 7 from 2008 competition) • 2009 DERA Funding-RFP targeted for Fall opening, approx $4M for R4/SEDC • 2010 DERA Funding-in budget process
