  5. Why so much Political Debate? • Discretionary spending – should we or shouldn't we? • Capital budget – major projects • Defense, Education • Tax incentives to encourage certain behaviors – tax credits or exemptions Shouldn’t we work towards a balanced budget?

  6. Tax Base Areas subject to taxation • Income (city, state, federal) • Sales (state) • Property (local) • Corporate income tax (business profits)

  7. Tax Structures • Progressive - percentage increases as income increases – income tax (income tax brackets) • Proportional – flat tax – same percentage regardless of income (property tax) • Regressive – smaller percentage of income is taken in taxes as income increases – (sales tax)

  8. Income Tax Progressive Structure 16th Amendment: The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.
