Advisory Board has responsibility for overall direction of project Advisory Board includes representatives from project delivery partners (VOSA, ECR, CORTE), industry stakeholders and the EC. Planned to meet Quarterly from this “start up” meeting. Quarterly report in advance of meetings Advisory Boards will include reports on progress to-date and plans for the future – allowing opportunity for discussion Coordination between delivery partners will be conducted through project meetings coincident with working groups. 2. Concerns the rules in the field of the road transport acquis – on driving time and rest periods (EC 561/2006) Aim is to lead to harmonisation of application by control officers through developing a training approach and package 3. Project Scope (1)
Define a training approach that: Enables promotion of a common professional standard Is able to be applied in all member states Is agreed as being valid Is sustainable Is applicable to this subject area and has scope for future extension Is designed for initial and continuous training – although we cannot design all “up-date” training Project Scope – Deliverables (1)
Define common explanation of the rules: Able to be applied in all member states Agreed as being valid by majority of member states Addresses industry areas of priority Project Scope – Deliverables (2)
Develop training package using defined approaches and using the common explanations: That is “rolled out” to representatives of all member states – and is then cascaded by them That is readily understood by those who may not have English as a first language – and translated into key languages Adaptable to individual MS legal systems Maintained beyond the life of this project Project Scope – Deliverables (3)
Harmonised approach to be adopted in majority of member states Representatives from all member states to be trained on delivery Operator satisfaction increased* Fewer cases challenged in ECJ* Establish on-going monitoring group to ensure resolution of inconsistency * Need to accept will not be an immediate result, and may only be measurable after project end Project Scope – Success Criteria
Work initially split into two workstreams covering training methods and explanation / technical content. These will be merged to form the training package 4. Project Plan and Work-Methods
Training needs analysis – starting with survey of member states to understand current approaches Small working group to review responses and develop preferred options – will consider costs, flexibility, likely take-up, future proofing et cetera Wider circulation – primarily coordinated through ECR Refinement by working group Workstream 1 – Training Approach
Collection of existing materials – starting with survey of member states, and collation of feedback on industry issues Small working group to review responses and develop draft explanation. Iterative approach to developing Wider circulation – primarily coordinated through CORTE Refinement by working group Work’m 2 – Explanatory Content
Final results on agreed training approach expected March-April 2011 Will be coincident with advanced draft of explanation of application of 561 Merging of content into training formats will start in approx Feb 2011 to ensure match Timescales (1)
Training packages will then be produced Pilot courses will be run – expected in autumn / late 2011 Roll-out to member states Spring 2012, following refinement Review in remaining time to closure Timescales (2)
Formal project start is very recent. However some progress has still been made. TRACE website set-up Two member state surveys conducted Training approaches. Coordinated by ECR. Some useful feedback received - indicates that end solution might need to be multiple. Some more follow on discussions planned. Guidance / explanatory materials. Coordinated by CORTE. Useful feedback received. Majority of MSs that have provided information show that documented guidance tends not to go beyond the base regulatory text. Some more follow on discussions planned. 5. Stakeholder feedback process initiated: Initial discussions with stakeholder organisations on engagement Created template for feedback Next steps are to progress systematic feedback Considerable informal feedback on “key issues” through variety of international industry contacts. A lot of the issues identified have been outside of the core project - sanctions (out of scope) and consistency (partially solvable by project) – but some issues of inconsistency of application have been identified (notably around attestation letters). Detailed paperwork still to resolve to enable advance to be released Spend to date is minimal – small working groups have met to review initial responses from surveys (for both main workstreams) Systems have been set-up to record staff time and expenditure In future this section will include full detail of spend to date and projected spend. 6.
