Etape importante in dezvoltarea proiectelor Pregatire proiecte (2-3 ani) Asigurare ghiduri si instructiuni pentru pregatirea documentatiei Consultare permanenta pe variantele intermediare ale analizelor / studiilor Organizare sesiuni de consultare si diseminare a lectiilor invatate • Major milestones in projects preparation • Project preparation (2-3 years) • Provide guidance and instructions for projects preparation • Permanent consultation of interim versions of the documentation • Workshops are organised for consultation and lessons learnt dissemination

Axa prioritara 1 – apa Dezvoltarea proiectelor se realizeaza in cadrul urmatoarelor asistente tehnice PA013 10 proiecte au ca obiectiv imbunatatirea serviciilor de apa pentru aprox. 3,9 loc. 4 proiecte deja aprobate: Giurgiu, Cluj-Salaj, Calarasi si Turda-Campia Turzii. Aprox. 1,6 mil. loc. Vor beneficia de servicii imbunatatite) PA001 15 proiecte au ca obiectiv imbunatatirea serviciilor de apa pentru aprox. 7,4 loc. Municipal Services Project 10 proiecte au ca obiectiv imbunatatirea serviciilor de apa pentru aprox. 4,5 loc. Alte TA 8 proiecte au ca obiectiv imbunatatirea serviciilor de apa pentru aprox. 4,1 loc. • Priority Axis 1 – Water • Projects development is realised within the following technical assistances • PA013 • 10 projects designed to improve the water services for aprox. 3,9 inhab. • 4 projects already approved: Giurgiu, Cluj-Salaj, Calarasi and Turda-Campia Turzii. Axa prioritara 2 – deseuri Dezvoltarea proiectelor se realizeaza in cadrul urmatoarelor asistente tehnice PA013 - 5 judete beneficiare PA001 - 10 judete beneficiare Phare CES 2005 - 5 judete beneficiare (selectate in martie 2008) PPP sau AT proprie - 6 judete Phare CES 2006 - 14 judete beneficiare (restul judetelor, neacoperite de AT sau PPP) • Priority Axis 2 – Waste • Projects development is realised within the following technical assistances • PA013 - 5 beneficiary counties • PA001 - 10 beneficiary counties • Phare CES 2005 - 5 beneficiary counties (selected in March 2008) • PPP or other AT – 6 counties • Phare CES 2006 - 14 beneficiary counties (the rest of the counties, not beneficting of TA or PPP)

  11. Axa prioritara 2 – deseuri Cerinte institutionale Toate autoritatile localetrebuie să fie membre în ADI încă de la constituirea acesteia si trebuie dovedita la inaintarea aplicatiei finale. Statutul ADI trebuie sa reflecte urmatoarele: CJ este responsabil de licitare, contractare şi plăţi si va crea PIUpentru monitorizarea acestor activități CJ va fi proprietarul infrastructurii nou create în proiect şi principalul sau singurul cofinanţator al proiectului. Depozitul ecologic ce va fi construit prin proiect va fi exploatat de către un operator privat (selectat prin licitaţie) ceva semna contractul de delegare cu CJ. Operarea statiilor de transfer – vor fi în responsabilitatea unui operator (selectat prin licitaţie) ce va semna Contractul de delegare cu ADI, în numele şi pe seama AL deservite şi CJ. • Priority Axis 2 – Waste • Institutional requirements • All Local Authorities must bemembers within ADI and this should be proven within the final Application. • ADI statute should demonstrate the following: • The County Council (CC) is responsible for procurement, contracting and payments and will establish a PIUfor monitoring these activities • CCwill be the owner of the new infrastructureand the main/only cofinancier. • The operation of the new landfill will be tendered to a private operatorthat will sign the delegation contract with the CC. • The operation of the transfer stationwill be tendered to a private operatorthat will sign the delegation contract with ADI, in the name and on behalf of the covered Local Authoritiesand CC,

  12. Axa prioritara 3 – termoficare 3 proiecte se pregatatesc prin Phare CES 2005. Finalizare preselectie: Iasi, Timisoara, Bacau 2008 - Termen estimat de finalizare • Priority Axis 3 – District Heating • 3 projects are being preparedwithin Phare CES 2005. Preselection has been finalised: Iasi, Timisoara, Bacau • 2008 – estimated deadline for finalisation

Axa prioritara 5 – Inundatii si eroziune costiera 3 proiecte se pregatatesc prin Phare CES 2005, inclusiv pregatirea strategiei de management al riscului la inundatii 2009 - Termen estimat de finalizare • Priority Axis 5 – Floods and Costal Erosion • 3 projects are being prepared within Phare CES 2005, including support in development of the flood risk management strategy • 2009 – estimated deadline for finalisation
