What is DAD? • System requested by President Karzai at April IG to track aid flows into Afghanistan • Resource mobilisation • Allocation of aid to meet priority needs • Transparent & effective info sharing • Support National Budget implementation
Who runs DAD? • DAD part of a package of support for aid coordination/management provided by UNDP to Government of Afghanistan (supported by Italy, USA, Netherlands) • Aid Coordination Unit of Government: 5 aid coordination officers, 1 database officer, public information team • Support Minister Ghani and Deputy Rahimy in managing budget implementation; training team at MoF; distribution to all Chair Ministries, CGs, AGs • Also provides National Budget and Status of Aid reports to Coordination Committee of Cabinet • For whom? – Everyone has access to Aid Coordination Unit and DAD data
Benefits to you? • Aim is to: • Maximise resource flows to Afghanistan • Ensure your access to reliable information on: • Which actors are active in each programme area – project by project (ministries/donors/implementers) • Which programmes or sub-programmes still need funding, including TAPA • Cross-cutting: employment generating - DDR? Gender? Environment? • Access to project documents, feasibility and sector studies • As financial data improves, can focus on qualitative – province/district, activity level not just project – ie stronger tool for operational level coordination

How Can You Help? • Send us updates on your contact details (to Officers or me) • Send us project level information, citing Project Number AFG 03xxx: • Implementing agency(ies) • Donor(s) and their specific commitments & disbursements and approx date of com/disb • Provincial concentration • Gender, Env, Employment markers • Project documents, concept notes, feasibility studies, and related studies (preferably ‘soft’ copies) • Project status – planned, feasibility study, ongoing, suspended, completed
