District Virtual Instruction Program (VIP) Districts shall provide: • Full-time Virtual Instruction for students in grades K-12 • Part-time virtual instruction for students in grades 9-12 AP, FCAT-related and EOC courses • Full-time or part-time virtual instruction for students in dropout prevention and academic intervention programs, DJJ programs, core courses to meet class size requirements and community college courses
District Virtual Instruction Program (VIP) Districts may: • Offer a district-operated program • Contract with Florida Virtual School (FLVS) • Establish a franchise of FLVS • Contract with a Florida Community College • Contract with an approved provider • Enter into an agreement with another school district • Enter into an agreement with a charter school
District Franchises of FLVS • District enters agreement with FLVS • District provides administration and teachers • FLVS provides curriculum, LMS, SIS, professional development for teachers and administrators, mentoring, other tools and resources
District Franchises of FLVS District Franchises can offer: • Individual online courses for public, private and home education students in grades 6-12 • Online middle school courses for advanced 4th and 5th grade public school students • Full-time K-12 public virtual instruction for students in grades K-12
District Virtual Course Offerings • PK-12 courses in Course Code Directory • Eligible district students and eligible students from other districts may enroll in these online courses • District of instruction, rather than home school district, reports course completions for funding • Combined total of all school district reported FTE limited to 1.0 FTE per student per year
Virtual Charter Schools • May serve eligible district students in grades K-12 • Must offer full-time virtual program • Must contract with a DOE-approved provider or FLVS for its virtual education program • Must submit application to school district and be approved to operate a virtual charter • Funding is based on successful completions and limited to 1.0 FTE
General Funding and Reporting • Report in Surveys 2, 3, 4, 5, 6 and 8 • Funding based on Successful Completions • K-5: promotion to the next grade • 6-8: course completions with passing grade • 9-12: credits earned • Districts receive estimated funding throughout the year
School Numbers for Virtual Options • 7001 for VIP • 7023 for district-operated VIP • 7004 for franchises* • 7006 for Virtual Course Offerings • Traditional school number for online courses delivered in traditional school settings • Virtual Charter School numbers assigned as for other public schools *Even if a franchise is used to meet VIP requirements, report all franchise students under 7004
Surveys 2 and 3 • Submit same record formats as for students in other district schools and programs • Report 0 FTE on student course records
Surveys 2 and 3 – VIP Provider Codes (7001) • Provider codes assigned to approved providers, FLVS and community colleges • District-operated programs no longer assigned provider codes (has own school number) • Provider codes reported on student course records • Provider Code Table in Appendix CC of student database manual: www.fldoe.org/eias/dataweb/database_1112/appendcc.pdf • Provider Codes must be reported correctly in Surveys 2 and 3 to ensure provider accountability

VIP Provider Data Verification • Imperative to collaborate and share information with Provider to ensure accuracy of data • Verify data throughout school year (can use district reports) • Use EIAS reports during Surveys 2 and 3 and share with provider • Involve providers in Accountability Matching process during Survey 3 • Make sure student ID and provider codes are accurate • Course numbers should match in Surveys 2, 3, and 4
EIAS Report F71198Full-Time Virtual Students • Available for Surveys 2 and 3 • To verify student data for school 7001 • Separate report for each provider • Report lists student name, ID, grade level, VIP provider code and name • Please share with provider early in process for both surveys
Reporting Home Education Students(Franchise Only) • School of Enrollment = N998 • School of Instruction = 7004 • Immunization • Required if they enter a district school for any reason (testing, classes, extracurricular) • If not required, zero fill on Federal/State Indicator Status Record Format
Survey 4 • Report all course records (successful and unsuccessful) • Report FTE for successful completions up to 1.0 FTE for the year • Report 0 FTE for successful course completions over 1.0 FTE • Do not report non-virtual courses for part-time virtual students

Reporting for Reading Progress Monitoring Survey 8 • For districts/schools using FAIR for Progress Monitoring • July to September Surveys 2, 3 and 5 • For districts/schools using other assessments for Progress Monitoring • Use Student Assessment record format
Accountability • Performance funding based on successful completions • District-operated full-time programs receive school grade (VIP and franchise) • Full-time providers for VIP receive statewide school grade or school improvement rating • School choice option for parents • For virtual charters, student performance requirements in charters • DOE developing evaluation methodology for part-time virtual providers
