Education, Communication, Instruction, Hazard Specific Guidance, and Public awareness Established a Pandemic Influenza working group with BUMED, TFNF, and CNIC. Established a link on the CNIC web site to provide basic information pertaining to Avian Flu. http://www.cni.navy.mil/Flu/Index.html Developed an Emergency Preparedness Checklist. Initiated communication with Navy Regions on preparedness and planning efforts. Briefed CNIC and Navy Regional Commanders on Pandemic Influenza concerns and ways ahead in April 2006. Set up a working group to produce guidance and plan TTX for Pandemic Influenza response. Prepared draft CNIC Pandemic Influenza Instruction. Prepared Hazard Specific Guidance. Draft CNIC Instruction: Anticipate VADM’s signature in AUG 06 The Instruction: The purpose of this instruction is to maintain maximum operational readiness, slow or stop the spread of the disease, and reduce casualties in affected populations within the Area of Responsibility (AOR) of Commander, Naval Installations Command (CNIC). The primary objectives of pandemic influenza preparedness are: Protect personnel and operationally critical assets in Navy Regions and onboard Navy Installations. Sustain Critical Regional and Installation operations and restore essential services post-event. Limit access to Navy installations based on authorization and authentication as directed by Regional and/or Installation Commander. Draft Instruction 3440.2
Developed hazard specific guidance that aligns with Navy Emergency Management Program Standards and Capability Areas. This guidance will enable the Regions and Installations to update their plans accordingly. This includes areas such as: Emergency Management Fire and Emergency Services Anti-Terrorism / Force Protection Fleet and Family Services Hazard specific guidance is being developed in coordination with OPNAV, CFFC, NAVFAC, CNIC, BUMED, NEHC, DHHS, CDC, WHO, PACFLT, and DHS recommendations. Hazard-Specific Guidance for inclusion in Regional and Installation EM Plans would include: Employment of Regional PHEO Employment of Regional MBAC Continuity of Operations (COOP) guidance Restriction of Movement (ROM) guidance Personal Protective Equipment (PPE) guidance Emergency Public Information (EPI) guidance Non-Combatant Evacuation Operations (NEO) guidance Guidance on establishment of Points of Distribution (PODs) Draft “Tele-Commuting” Policy Draft “Extended Shelter-In-Place” Policy Draft “School Closure” Policy Hazard Specific Guidance
Established a Public Awareness Campaign to include: Press releases covering different aspects of PI planning and preparation Frequently Asked Questions and Answers sheet 1-2 page Information fact sheet Tri-fold informational brochures Posters to display important messages Updates to the CNIC PI web page Public Awareness Campaign
