Garfield County IS: Progress Overview • Process is moving forward quickly • Good response to request for volunteers on IS committees (Land Issues and Solutions Committee, Economic & Population Technical Committee) • Industry Data Committee will form next week with discussion at West Slope COGA • First Committee meetings have been scheduled • Draft initial scopes of work (SOW) have been prepared for discussion at Committee meetings • Initial sets of potential contractors have been developed • RFPs are scheduled to be distributed May 9 with final contracts awarded by June 30 • Land Issues & Solutions Study should be complete before end of 2005

Recap of the EAB Role (first presented at March 15 EAB meeting) • The Garfield County Energy Advisory Board will play a significant role in the by: • Reviewing the overall design of and plan for the IS • Reviewing the Scope of Work for each IS study • Reviewing the list of consultants to whom the RFPs will be sent • Reviewing the proposals that come back from the bidders • Reviewing model outputs • Receiving regular updates and tracking progress • Reviewing the final products of the IS • Acting as a liaison with the communities represented • Communicating IS progress to the Garfield County Board of County Commissioners

Response to call for Volunteers • Land Issues & Solutions Committee • 7 volunteers • Good mix of companies, landowners, government, organizations • Economic & Population Technical Committee • 9 volunteers • Good mix of companies, landowners, government, organizations • Will invite Department of Energy/Defense to attend • Will urge Shell to volunteer for the Committee

First Committee Meeting: Land Issues & Solutions • To be scheduled for next week • Agenda for Land Issues and Solutions Committee • Backgrounder, history and discussion of these types of studies • Approach of the study • Classify property use areas • Identify benefits, negative impacts and timing • Identify barriers to landowner use and transfer • Create a toolbox of solutions • Review and revise SOW • Discuss who can do the Study • Review critical path • Finalize Committee & EAB management and communications processes

First Committee Meetings:Economic & Population Technical Committee • To be scheduled for next week • Agenda for Economic & Population Technical Committee • Backgrounder, history and discussion of these types of studies • Approach and phased structure of the study (overall) • What are the model alternatives • What are the phases of the Study and what is the proposed breakdown • What are the desired outputs of the Study • What would be the data inputs • Where will we get base data • Specific tasks for Phase I of the Study (2005 work) • Discuss who can do the Study • Review critical path • Finalize Committee & EAB management and communications processes
