Progress Report of TWG-F&E in 2006 (1) • There are main 18 activities in the work plan 2006: 5 activities are on schedule: • Forest cover assessment for 2005/06. • Secure support and funding and implement the National Forest Gene Conservation Programs Action Plan 2006-2010. • Install Website for TWG-F&E. • Capacity Building Project for Forestry Sector phase II. • Capacity building tree seed sector and apply for funding and continuation.
Progress Report of TWG-F&E in 2006 (2) • 6 activities are nearly on schedule: • Develop and implement National Forest Program. • Formulate National Forest Management Plans and manage the forest based on the plan. • Develop Management Plans for protected areas. • Continue Forest and Land Crime Monitoring and Reporting • Implement National Community Forestry Program and develop community forestry. • Tree planting for socio-economic purposes and environmental services by multiple stakeholders
Progress Report of TWG-F&E in 2006 (3) • 7 activities are behind schedule: • Practical implementation of forest demarcation and demarcation of protected areas. • Define management options for sustainable forest management in Cambodia. • Studies domestic demand for forest products and potential export markets. • Implement Overall Capacity Building Program. • Assess and test out “Forest Partnership” in pilot communes as an alternative form of forest management and a mechanism for forest revenue to contribute to local development. • Small scale family business based on forest products promoted. • Processing techniques for value added products and innovative products
Information Sharing • Organized 5 meetings, the information are presented by Forestry Administration (FA), FAO, ADB, WB, MoE, MIME, RECOFTC, NGO Forum, MLMUPC, UNDP and MAFF. • Organized 2 signing ceremonies with DANIDA: - Signing on MOU on Phasing out Plan for the Kbal Chhay Watershed Project and the Cambodia Tree Seed Project. 413,000$ is supported to the TWG-F&E Secretariat and TWG-F&E Work Plan 2006, and 728,000$ is contracted with Forest and Landscape, Denmark (FLD). - Signing on MOU on support to “Forest and Environment Sector, 2006- 2010”, with funding support of 2.27 million $ • Reported to GDCC 3 times of progress activities • Attended to GDCC and CG meeting 5 times and report to MAFF. • Received publications, programs, papers: WB, MoE, Danida, FA, MRC, CDRI, UNDP, NGO Forum … • TWG-F&E Website launched:www.twgfe.org: including Legislations, minutes, papers, plans, presentations, statistics, TWG-F&E reports and other reports
Long term and annual Action Plans • The TWG-F&E has developed a Four Year Action Plan 2007-2010 and work plan for 2007 to align with the NSDP CMDG, the framework for the Strategic Framework for Development Cooperation Management, the GAP and other overall national strategies.
Challenges/Constraint • Insufficient funds to cover the TWG-F& E Annual Work Plan 2006, • Information sharing amongst all stakeholders to TWG-F&E secretariat needs attention and improvement. • More donor back-up and financial attention for the TWG-F&E is required.
Support to TWG work plan 2007 • DANIDA funded : 870,000 USD focus on 4 outputs: 1. Support to TWG secretariat 2. Sector Development 3. Regulatory function 4. Products, packages and technical skills • JICA funded 800,000 USD support on overall capacity building programme
Support to TWG work plan 2007 • FAO funds 11,000 USD support on the Monitoring Assessment and Reporting for Sustainable Forest Management. • RGC/ITTO funded 76,816 USD support on Strengthening Capacity of Forest Law Enforcement and Governance in Cambodia. • RGC/ITTO funded 60,800 USD support on Improvement of Sustainable Management and Utilization of NTFP in Cambodia • AFD funded 140,000 Euro support on CDM and forestry achives
