Achievements • Initiated in 1974-75 & Restructured in 2004-05 • Programme taken up in 310 projects 162 closed, 23 clubbed into 8 and now 133 continuing • CCA of 28.5 Mha Included – 17.05 completed • Warabandi included in 11.03 Mha • Field Drains covered in 1.54 Mha • Central Assistance of Rs. 2879 crores released till June 2005
Need to Restructure Constraints of OLD CAD Programme • Unreliability of water supply at outlet • Gap between available technology and Adoption • Lack of participation of farmers • Lack of Conjunctive use • Lack of sufficient Financial Outlay • Water logging / Drainage congestion • Absence of Link/Intermediate Drains • Administrative Reasons
Restructuring • Renamed as Command Area Development and Water Management Programme • Retains components beneficial to farmers • Includes new components essential for correcting system deficiency and improving drainage • Excludes components which lost utility over time

Objectives of PIM • To achieve equity in water distribution • To improve water use efficiency • To make best use of rain, surface and ground water conjunctively • To increase irrigation facility and cropping intensity • To develop community responsibility to collect water charges and raise internal resources • To create a sense of ownership of water and irrigation system among users
Status of PIM in States • Advanced stage of implementation (Legislation Enacted) • Andhra Pradesh, Goa, Karnataka, Madhya Pradesh, Tamil Nadu, Rajasthan, Orissa, Kerala, Maharashtra, Bihar • Midway stage (Bills framed) • Gujarat, Chattisgarh • Some headway (Initial Stages) • UP • No headway • NE States, Punjab, Himachal Pradesh, J&K, Haryana, Uttranchal, Jharkhand, West Bengal So far, more than 55,000 WUAs formed covering an area of about 10 mill. ha. all over the country
