The Law of Huqúqu’lláh was originally revealed by the Beloved Báb in the Bayán. However, Bahá’u’lláh modified it substantially and provided the framework for its evolution throughout His dispensation. When the Kitáb-i-Aqdas (the Most Holy Book), the Book of Laws, was revealed in 1873,
the sacred law of Huqúqu’lláh (the Right of God), was revealed also, but for five years Baha’u’llah did not accept Huqúqu’lláh. In 1878 He granted for the first time the acceptance of Huqúqu’lláh to those Persian friends who had the desire to fulfill that obligation. Therefore in 1878 when Bahá’u’lláh accepted the payment of Huqúqu’lláh, the
Sacred Law became applicable to all the easterners (Persian) regardless of where they were residing. This law did not apply to the westerners and the rest of world until 1992 when the Universal House of Justice made it applicable to all believers worldwide. Bahá’u’lláh appointed the Trustee of Huqúqu'lláh and provided means by which believers could fulfill this sacred obligation.
