Noise Exposure Map What Is It? • FAR Part 150 Documentation • Describes Airport Layout and Operation • Details Aircraft-Related Noise Exposure • Discusses Land Uses in Airport Environs • Presents Resulting Noise/Land Use Compatibility • Aircraft-Related Noise Exposure for Two Years • Years 2002 and 2007 • Graphic Depiction of Noise Exposure and Land Uses • Documentation of Data Collection and Analysis • Public Involvement in Process
Noise Exposure Map Noise Measurements • Not FAA Requirement • Objectives • Measure Cumulative Noise Exposure for Comparison to Noise Contours • Sample Aircraft Single-Event Noise Levels in Community • Address Community Concerns Regarding Aircraft Noise Exposure • Measured at Nine Sites • Three Sites for 24 Hours + • Six Sites Focused on Single-Event Levels
Noise Exposure Map Noise Modeling • Develop CNEL Contours for Annual Average Day • Use FAA Integrated Noise Model (INM) and Following Inputs • Physical Description of Airport Layout • Aircraft Operation Mix and Number • Operations Split into Day-Evening-Night by Aircraft • Aircraft Noise and Performance Characteristics • Runway Utilization Rates • Typical Flight Track Descriptions and Utilization Rates • Validate Model with Measurements
Noise Exposure Map Land Use Analysis • Determine Incompatible Land Use Areas • County and Municipality Land Use Plans • Land Use Categories • Areas Inside the 65-dB CNEL Contour • Acreage • Population Affected • Basis for Noise Mitigation Analysis and Noise Compatibility Plan
Noise Exposure Map Public Involvement • Regularly Scheduled Public Meetings • Communication with Government Officials • Comments from Public and Government Officials Used in Development of Documentation
Noise Exposure Map Presented for Review • Defines Noise Environment and Starting Point for Development of Noise Compatibility Program • NEM Draft Formalized After This Meeting and Submitted to FAA for Approval • 180-Day FAA Review Period
Meeting Agenda 7:00 PM Welcome & Introductions 7:05 PM Review Noise Exposure Map 7:25 PM Discuss Noise Mitigation and Abatement Measures 8:00 PM Open Floor for Discussion 8:55 PM What’s Next 9:00 PM Adjourn
Noise Mitigation and Abatement Measures • Start of Noise Compatibility Program Process • Assess Existing and Potential New Noise Abatement and Mitigation Measures • FAR Part 150 Requires Considering: • Land Acquisition • Barriers, Shielding, Public Building Soundproofing • Preferential Runway System • Flight Procedures • Restrictions on Type/Class of Aircraft • Other Actions with Beneficial Impact • Other FAA Recommendations
Noise Mitigation and Abatement Measures • Reviewed Existing Measures • Derived Potential New Measures • Unsigned Letter of Agreement Between FAA and RHV • Three Previous Public Meetings • RHV Staff • Consultant Staff
Noise Mitigation and Abatement Measures • Screened Potential New Measures and Eliminated Measures that: • Will Not Reduce Noise Exposure • Are Not an Option Under the Terms of FAR Part 150 • Will Not Likely Obtain FAA Approval • Are Not Feasible at RHV
Noise Mitigation and Abatement Measures • Recommended for Further Analysis • Preferential Runway Use • Quiet One Procedure Revision • Voluntary Flight Operations Limitations • Departures • Between 7:00 a.m. and 10:00 p.m. • Touch-and-Go • Monday - Friday 9:00 a.m. to 7:00 p.m. • Saturday 10:00 a.m. to 5:00 p.m. • Sunday 12:00 p.m. (Noon) to 5:00 p.m.
Noise Mitigation and Abatement Measures • Recommended for Further Analysis (Continued) • New Engine Run-up Area for Twin Engine Aircraft • Use of Minimum Power Settings on Departure • Sound Barrier at Western Edge of RHV
Noise Mitigation and Abatement Measures • Recommended for Further Analysis (Continued) • Prohibiting Intersection Departures, Formation Arrivals and Departures, Low-Level Fly-Bys (Except Gear Checks), Simulated Emergencies • Standard Glide Slope Arrival Procedures • Aircraft Engine Silencer/Muffler Systems • Corrective and Preventive Land Use Strategies
Implementation Program • Potential tools or continuing program measures that may be used to implement, maintain, and monitor the final recommended measures: • Encourage pilots to use AOPA’s “Fly Friendly” techniques • Encourage flight training schools to train pilots in the “Fly Friendly” techniques • Establish an airport/airport user/community noise committee to discuss noise issues on a quarterly basis • Continually publish the RHV noise complaint line
Implementation Program (cont.) • Install noise monitors in the RHV environs to measure and compare unusual or high-level aircraft noise events with a voice recorder system • Install a radar flight track collection system to match aircraft noise events to flight tracks • Designate a person at RHV to respond to noise complaints, investigate noise exceedances, and notify operators of their noise exceedances
Implementation Program (cont.) • Establish a sound insulation program to insulate homes inside the 2007 65 dB CNEL contour • Acquire the mobile home park through land acquisition and provide relocation assistance to displaced residents • Develop an airport noise impact boundary to: • Monitor new land use proposals to ensure they are reviewed by the ALUC and that the ALUP is enforced • Investigate developing real estate disclosures for property purchases
Implementation Program (cont.) • Update the RHV Part 150 NEM and NCP within five years of FAA approval or sooner if needed • Update and distribute the pilot handout with the FAA-approved noise abatement measures • Revise the on-airport noise abatement signs to reflect the FAA-approved noise abatement measures • Maintain information about RHV’s noise abatement program on the County’s web site
