Goals of the Pilot • Test the demand for submetering • Evaluate customer experience under submetering • Pilot technologies needed for metering and data communication • Estimate utility costs related to bill processing
Two Phases of the Pilot Single Customer of Record (Phase 1) • The same customer is responsible for both the primary load account and the submetered account • Test 1500 customers for 12 months Multiple Customers of Records (Phase 2) • Different customers are responsible for the submetered load and the primary meter load • Test 1500 customers for 12 months
Pilot Elements Proposed by Utilities • Temporary metering requirements • Customer Enrollment Form • Meter Data Management Agent (MDMA) Registration form and service requirements • Data Form template • Utility Pro forma tariff • Incentive payment - $200 upfront payment, $10 per month
CPUC Proposed Draft Resolution • Approves MDMA registration and Customer Enrollment form form with revisions with 28 revisions • Approves utility data form • Revises third party evaluator budget • Increases customer incentive payment to $500 upfront, $33 per month per account. • Do not address meter jurisdiction (Weights and Measurement Division vs. CPUC jurisdiction)
Current Timeline May 11 – Stakeholder comments on resolution due June 12 – Commission votes on resolution June 27 – MDMAs must register with the Commission to participate in Phase 1 August – MDMAs begin enrolling customers October – Exclusivity period February – Phase 1 registration period ends February 2016 – Phase 1 ends March 2016 – Phase 2 begins
