  1. HANDS Strategy 2020 Brief Preamble: • The Millennium Development Goals (MDGs) are the hub of development efforts for the Government of Pakistan. The 18 global targets and 48 indicators adopted in 2000 have been translated into 16 national targets and 37 indicators keeping in view Pakistan's specific conditions, priorities, data availability and institutional capacity. • Specifically, the MDGs have been incorporated into the Government's two important macroeconomic frameworks including the New Growth Framework which focuses on inclusive growth and increasing total factor productivity. The other is the Poverty Reduction Strategy Paper (PRSP) which is a framework for social and economic policies. Earlier, government's key planning document on development, Mid Term Development Framework (MTDF) 2005-2010 also endorsed the MDGs. To date, however, sufficient progress has only been made on about half of the targeted indicators while others are lagging behind (www.undp.org.pk/mdgs-in-pakistan).

  2. According to Human Development Index (HDI) which measures national achievement in health, education and income, Pakistan ranks 146 out of 186 countries and territories of the world. In comparison, India is at 136 (134) and Bangladesh at 146 in the HDI. Additionally, the Multidimensional Poverty Index (MPI) measures that 49.4% of Pakistan's population suffer multiple deprivations while an additional 11.0% are vulnerable. Pakistan has a Gender Inequality Index (GII) value of 0.567, ranking 123 out of 146 countries in the 2012 index. All the above mentioned scenario has compounded the magnitude of the problems at the grass root level. The villages and settlement are severely lacking availability and accessibility of quality services of Primary Health Care, Livelihood (on farm & off farm), Primary Education & Literacy, Water, Sanitation, Electricity, Infrastructure and Shelter. Moreover these issues have made most of the country disaster prone.

  3. Keeping in view this scenario, HANDS developed it's Strategy 2020. HANDS after 33 years of it's inception, has now developed as one of the largest Non Profit Organization of the country. The organization exhibits an excellent integrated development model comprising of key programs of Social Mobilization, Gender & Development, Human & Institutional Development, Monitoring Evaluation & Research, Information Communication Resource and Advocacy, Health Promotion, Education & Literacy, Livelihood Enhancement, Infrastructure Development Energy Wash And Shelter, Disaster Management and Social Marketing. HANDS has access to more than 25 million population of more than 42000 villages in 29 districts from 29 organization offices in the 03 Provinces that is Punjab, Sindh, and Balochistan. HANDS has already developed more than 1000 village/settlement into models in terms of primary health, education, Livelihood, Water, Sanitation and Infrastructure.

  4. All the stake holders were consulted to incorporate the learning for improved practices and future actions during the development process of strategy 2020. This unique learning process culminated with the question: 'where do we see Pakistan in 2020? The hopes are very clear. All wish to see HANDS with a new Vision i.e. "Healthy, Educated, Prosperous and Equitable Society" and Mission for "improving health, promoting education, alleviating poverty and developing social institution for community empowerment". HANDS’ values consider partnership and relation with "sovereignty and equity". The values of HANDS are based on mutual trust, honesty, professionalism and transparency. HANDS development process "value" is based on an understanding of roles and responsibilities, which include accountability, ethnic impartiality and effective participation. We at HANDS strive for value of creativity and innovation, which is the hallmark of all our efforts. HANDS also believes that as a citizen of this country everyone should have access to basic rights and discharge their obligation with same fervor.

Objectives: HANDS strategy 2020 highlights following major approaches/objectives. 1) Strengthening of organizations/institutions: HANDS’ strategy is to foster partnerships with the like-minded public & Private organizations/ institutions and networks for mutual benefits and cause. Capacity building of human resource and institutions in and outside of the organization, and capability enhancement of public / private sector institutions are the major strategies. HANDS Human and Institutional Development (HID) program plays key role along with other programs. 2) Knowledge management &Development of evidence based actions: Knowledge management is going to be the major strategy to achieve vision 2020. HANDS will conduct the researches, collect the evidences, develop and publish these informative documents to make it available for all stakeholders for scalability.

  6. 3) Strive for rights of Marginalized Population: Advocacy is one of the strategic approaches selected to achieve the vision and mission of HANDS. The ICPD Program of Action (1994), and other International Human Rights Instruments will be the guiding principles in this respect. The main aim of the advocacy strategy will be to create a supportive environment for development. Advocacy among the Public sector policy makers, Political representatives and lawmakers and Community influencers would be a suggestive approach, for sustainable behavior change and values adoption for development. 4) Ensuring quality of services: HANDS has extensive experience of working with the approach of integrated development. We have expertise of more than 120 best practice models to improve access and provide quality services. HANDS’ well established monitoring and accountability system will ensure the required quality of services in the intervention areas.

  7. Methodology: HANDS envisage union council as a basic unit for strategic intervention. Each union council comprise of more or less 20-25 villages of total population of 25,000. HANDS will work through district complex, in partnership with district administration, local community based organizations, local support organizations (LSO) and civil society organizations. HANDS district complex (one each already established in Thatta and Sukkur and 08 more in development process) has 03 prong functions i.e 01) District Coordination Office 02) District Institute of Community Development 03) District Risk Management Centre. HANDS has already selected 145 union councils from 55 district of the country on the basis of existing interventions and poverty ranking. These will be transformed in to model with the support of community based organizations, local support organizations, civil society organization and district administration. The model UCs (average number of 3) will play the role of nursery for

  8. capacity building of partners to replicate in other UCs of district. HANDS therefore will establish 45 more District Complex. HANDS will also establish 4 provincial level Institutes of Community Development and Disaster Risk Management Centres. The provincial level will coordinate with provincial government and PDMAs

  9. Funding Requirements: • HANDS 2020 strategy required only Rs. 14805 (148 $) per beneficiary. Total amount required per Union Council is Rs. 370 million (3.7 million $). The total funds required for 145 UCs are Rs. 53,669 million (537 million $) • Success Indicators: • Following are the HANDS contribution in outcomes to be achieved by 2020 in target population from the national benchmarks of 2013, through HANDS intervention model in different districts:
