1. ADDITIONAL HANDBOOK REGULATIONS AUGUST 4, 2009 IHSAA OFFICE BOONE, IOWA

2. SANCTIONING • THE IHSAA REQUIRES SANCTIONS FOR TWO TYPES OF EVENTS. • INTRASTATE MULTIPLE TEAM EVENTS NOT SPONSORED, ORGANIZED, OR MANAGED BY A MEMBER SCHOOL. • INTERSTATE MULTIPLE TEAM EVENTS.

3. INTRASTATE SANCTIONS • Sponsored, organized, or managed by a non member school. • No sanction on the date of an IHSAA event. • All rules, regulations, and playing rules of the IHSAA shall apply. • Sponsoring organization is required to complete and submit the sanction form.

5. INTERSTATE SANCTION • Required if more than two schools participate and more than two states participate. • Travel can only be between states contiguous to Iowa and the state of Kansas. • Loss of school time determined by the local school district. • No sanction on the date of an IHSAA event. • Sanction form must be submitted by the host school. • Each state will approve or disapprove of the event.

7. NONSCHOOL TEAM PARTICIPATION 36.15(7) • The local school board shall by policy determine whether or not participation in nonschool athletic events during the same season is permitted and provide penalties for students who may be in violation of the board’s policy.

8. USE OF SCHOOL TRANSPORTATION FOR NON-SCHOOL ACTIVITIESIOWA CODE 285.10 • Local school board shall charge an amount sufficient to reimburse the cost of the bus and driver. • School bus signs must be covered & the flashing warning lights & stop arm made inoperable • No transportation outside of Iowa without ICC approval • Driver must have chauffeur’s license & school bus driver’s permit

9. USE OF SCHOOL EQUIPMENT FOR NON-SCHOOL ACTIVITIES • School uniforms and equipment may not be used in non-school competition involving junior high & senior high students • Use of school equipment for non-school camps & clinics held on campus is permissible • Use of school equipment for camps and clinics held off campus.

10. COACH-ATHLETE CONTACT36.15(6) • School personnel (9-12), whether employed or volunteer, of a member or associate member school shall not coach that school’s student athletes (9-12) during the school year in a sport for which the school personnel are currently under contact or are volunteers, outside the period from the official first day of practice through the finals of tournament play.

11. COACH-ATHLETE CONTACT36.15(6) • Nor shall volunteer or compensated coaching personnel require students to participate in any activities outside the season of that coach’s sport as a condition of participation in the coach’s sport during its season.

12. COACH-ATHLETE CONTACT36.15(6) • A summer team or individual camp or clinic held at a member or associate member school facility shall not conflict with sports in season. Summertime coaching activities shall not conflict with in season sports.

13. OPEN GYM – 36.15(6) • A member of associate member school may open its gym or athletic facilities for the purpose of making recreational activities available for all students or the community. When students are participating in open gym in the hours immediately before or after school, school personnel may assigned to supervise.

14. OPEN GYM – 36.15(6) • Open gym restrictions • Supervisor shall not coach or participate • Attendance by students is voluntary • Attendance, or performance of activities, may not be required by any coach • Open gym shall not be posted or called for a specific sport • Open gym notice shall be posted on the general student bulletin board & shall be signed or initialed by a school administrator other than the supervisor

15. OPEN GYM INTERPRETATIONS • Weight room, swimming pool and track are excluded from the rule. • “Immediately after school” means when the gym is first available after school. • K-12 students may be allowed to participate in open gym • Adults may not participate

16. ALL-STAR 36.1 • All-Star – An athlete who is selected, along with other outstanding players, to form an all-star team to compete against another team for the purpose of being all-star competition in which admission is charged

17. ALL-STAR CONTESTS 36.18(5) • A student enrolled in a member or associate member school will be ineligible for 12 calendar months in the sport in which the violation occurs if the student participates in an all-star contest

18. ALL-STARS – IHSAA BYLAW • Participation of member schools, or their administrators, teachers, or coaches in officiating, managing, organizing, supervising, selecting players, coaching, or promoting an all-star contest is a violation of IHSAA rules • Senior all-star contests are permissible IF the student’s eligibility in the sport is over • Contests athletes try out for, or for which a standard has been set, are not considered all-star competition as every student had an opportunity to try out or meet the standard.

19. PUBLIC EMPLOYEE GIFT LAW – IOWA CODE 68B • Prohibits a public employee or that person’s immediate family from accepting or receiving, directly or indirectly, any gift or series of gifts from a restricted donor. • Restricted donor - a person or company seeking to be a party to a sale, purchase, lease or other type of contract with the employer of the public employee. (Coaches or administrators receiving free clothing as an incentive from a company to recommend the purchasing of their clothing.)

20. PUBLIC EMPLOYEE GIFT LAW – IOWA CODE 68B • Acceptable practices • Non-monetary items of $3, or less • Information relevant to the employees official function - books, documents, audio-visual information • Anything distributed to the general public without regard to status or position

21. PUBLIC EMPLOYEE GIFT LAW – IOWA CODE 68B • Consequences • Serious misdemeanor for both donor & recipient - 1 year of incarceration & fine of $250 - $1000 • Employer may fire employee • Violation of Board of Educational Examiner’s Code of Ethics • Employee could lose teaching and/or coaching credentials

22. AWARDS RULE – 36.14(3) • Awards from the student’s school • Customary ribbon or medal for participation in a contest • Nothing greater than $25 in value for participation in the athletic program - end of year banquet, etc. • Unmounted, unframed paper certificate as recognition for an award • Inexpensive table favor for everyone attending a banquet

23. AWARDS RULE – 36.14(3) • Awards from someone other than the student’s school • Unmounted, unframed paper certificate as recognition for an award • Inexpensive table favor for everyone attending a banquet • Complimentary dinner, approved by superintendent, to member of the entire squad • No trip or excursion, except bona-fide NCAA recruiting trip

24. AWARDS RULE – 36.14(3) • For participation in non-school programs • DURING THE SCHOOL YEAR, nothing exceeding $25 • DURING THE SUMMER, anything that does not violate the amateur award rule for that sport • If the sport is not sanctioned by IHSAA, any award is acceptable, in terms of HS eligibility

25. AWARDS RULE – 36.14(3) • THERE IS AN ABSOLUTE PROHIBITION AGAINST CASH! • Accepting cash makes a student a professional in that sport which makes them ineligible for high school competition • Compliance is the responsibility of the Superintendent, or his/her designee. • Questions and interpretations to governing board.

26. JUNIOR HIGH • Junior High Manual published every other year. • Manual provides number of contests for each sanctioned sport and other relevant information. • 6th graders are not allowed to practice or play against 7th and 8th graders.

27. JUNIOR HIGH • 7th and 8th graders may practice against high school students, but may not play interscholastically against them. • Junior High Philosophy regarding extra-curricular activities
