Heritage Asset Partnership • Who we are • A standing Departmental committee made up of DOI Federal Preservation officers and their designees who possess subject matter expertise about Heritage Assets. • A forum through which DOI asset managers and heritage asset experts work together to form strategies that effectively integrate asset management program goals with the preservation and care of these important resources.
Heritage Asset Partnership • What we do • Support responsible stewardship and accountability of DOI’s Heritage Assets • Manage and report on Heritage Assets within the context of DOI’s asset management goals • Advise the Office of Acquisition and Property Management to ensure that Heritage Assets are appropriately integrated into the DOI Asset Management Plan • Review existing and recommend new policies and guidance to enhance Department-wide management of Heritage Assets.
Heritage Asset Partnership • Why we are here • Advocate the importance of Heritage Assets—a unique set of assets owned and managed and administered by DOI because of their historical, natural, cultural, educational, or artistic significance, which are expected to be preserved indefinitely. • FASAB 29 Parts 15 and 16 • Ensure that Heritage Assets, which are not only identified by FASAB, but are also in 20 laws, 7 executive orders, and about 15 different sets of federal regulations, are properly represented within DOI asset management
Heritage Asset Partnership • Current Objectives • Work with the DOI Asset Management Partnership to review and revise the Asset Management Plan to accurately include Heritage Assets • Update the DOI Asset List to better identify and integrate Heritage Assets • Evaluate the appropriateness of industry metrics and measures, e.g. FCI and CRV, for Heritage Assets
Heritage Asset Partnership • Accomplishments • The HAP has been instrumental in helping DOI meet its OMB scorecard requirements by: • Developing language for Heritage Assets for the DOI Asset Management Plan • Expanding guidance for the Deferred Maintenance of Heritage Assets • HAP members have also commented on their own Bureau asset management plans and have seen their comments inserted into final bureau plans released during this past summer
Heritage Asset Partnership • Where are we headed………. • In existence for almost a year, HAP continues to work with the DOI Asset Management Partnership on issues such as • Continued updates to the DOI AMP • Real Property issues pertaining to Heritage Assets • Assisting in the development of Bureau Asset Business Plans
Heritage Asset Partnership • Where are we headed….Continued • HAP is also looking to continue reaching out to other agencies for their input on Asset Management. We have done this to some degree and have benefited from understanding how other agencies are dealing with Heritage Asset Management. • HAP realizes that heritage asset management will only continue to expand and sees a real benefit to having wider inter-agency understanding of these issues.
