European Commission Ep European Forest Research « Outlook for the Future » 12 November 2004 (Brussels) José Riesgo Villanueva – DG TREN unit D2 – (Management of RTD Energy Progr.)
European RES policy Targets To double the share of renewable energyfrom 6% to 12% in 2010 (currently 2/3 (56 Mio tons) of 6% is from Biomass/ waste- mainly Heat) of gross energy consumption To reduce greenhouse gas emissions (meet the commitments made by the EU under the 1997 Kyoto Protocol) To contribute to security of supply
Policies and Targets Legislation Market development, Certification, Planning, Financing, Promotion Research, Development, and Demonstration of New Technologies TREN Coherent Energy Actions EIE FP6
The Basic Facts About Energy Europe-30: (in mtoe) Consumption Production 1750 Energy self sufficiency is impossible to achieve 1500 Households, 1250 services 1000 850 Industry 750 Renewables Nuclear 500 Natural gas Transport 250 Oil Solid fuels 0 0 1990 2000 2010 2020 2030 1990 2000 2010 2020 2030 An energy-intensive economy:consumption + 1 to 2%/ year
Energy Mix European Union energy mix 1998 Renewable energy still accounts for only a small fraction of the Community energy mix (EUROSTAT 2001) Mtoes
The share of renewableenergy in the EUCommunication (2004) 366 final • Evaluation of the progress made by the EU15 towards achieving national RES-e targets for 2010. • Assessment of the prospects for achieving the target of a 12% share of renewable energy in overall energy consumption in the EU15 in 2010. • Proposals for concrete actions at national and Community level in the context of the Bonn World Renewable Energy Conference. • Commissions Staff Working Document: • Country Profiles - Overview of Renewable Energy Sources in the Enlarged European Union.
Directives • Directive on the promotion of electricity from renewable energy sources in the internal electricity market (Dir 2001/77/EC) • Directives on Liquid Biofuels • mandate for a minimum use of biofuels and their de-taxation (Dir 2003/30/EC – Dir 2003/96/EC • Directive on Combined Heat and Power(Dir 2004/8/EC)Target: doubling the share of CHP from 9% (1994) to 18% (2010) Special provision for renewables.
Biomass Exploitation • Study « Bioenergy Role in the EU Energy Market – A view of development until 2020 » • Biomass overall availability in EU 25 : 140-150 Mtoe • Wood (refined residues): 27 Mtoe • Solid Agriculture (residues): 36 Mtoe • Solid Industrial: 14 Mtoe • Wet/ dry manure : 17.5 Mtoe • Biodegradable Munic. Waste: 23.5 Mtoe • Demolition wood: 6.5 Mtoe • Black liquor: 11.5 Mtoe • Sewage gas: 2.5 Mtoe
Tools to support take up of Bioenergy 1. The VI th Framework Programme Aim to integrate & Strengthen European R&D. Budget of €17,5 Bn (2002 - 2006) – € 800 Mio for Sustainable E Thematic Priority: Sustainable Development, Global Change & Ecosystems: includes: - Clean and renewable energies including biomass - Alternative fuels including biofuels 2. The Intelligent Energy Europe Programme The main objective is to fill the gap between demonstration & commercialisation
Vertical key actions to tackle non-technological barriers SAVE STEER ALTENER COOPENER • Multiplying success in buildings • Retrofitting of social houses • Innovative approaches in industry • Transforming the market: Energy Efficient Equipment and Products • RES-Electricity • RES-Heat • Small Scale RES Applications • Alternative fuels and vehicles • Alternative fuels and vehicles • Policy measures for and efficient use of energy in transport • Strengthening the knowledge of local management agencies in the transport field • Create an enabling policy and legislative environment for energy services in developing countries • Strengthen local energy expertise and build human capital in the developing countries Intelligent Energy Europe
Proposals • Provide analysis of Forest Resources (for energy/ wood • Processing ind.) • Develop techno-economical analyses to support BioE • sector • Study/ develop mechanisms to mobilise forest actors • (need to increase sustainable exploitation of resources) • Develop demo. Projects for cost effective supply of wood
