FY 2014 State Operations Request • Our total request consists of two major components: Enduring of $14.4 billion supporting ongoing operations; and Overseas Contingency Operations (OCO) of $1.5 billion for the Afghanistan transition, the continued presence in Pakistan, and the reduced presence in Iraq. • The FY 2014 request of $15.9 billion addresses the following priorities: • Worldwide Security Protection: $2.2 billion provides increases to security protection and operations at high-threat posts. • Overseas Infrastructure: $2.6 billion achieves ARB recommendation for diplomatic facility construction and upgrades. • Human Resources: $2.6 billion supports domestic and overseas American salaries and the continuation of the Diplomacy 3.0 staffing initiatives. • Regional / functional bureaus: $2.6 billion supports global diplomatic operations, interagency engagement, while realigning consular operations to fee-funding. • Public Diplomacy and Exchanges: $1.1 billion fosters mutual understanding through people-to-people exchanges. • Conflict Stabilization Operations: $45 million permits critical activities and mission requirements for overseas responses to crises to be carried out effectively. • International Organizations and Peacekeeping: $3.7 billion funds assessed contributions and missions in high priority areas in Africa and Middle East. $17.1 billion *Note: totals may not add due to rounding
