CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability NATIONAL UPDATES • Acting CEO invited onto NSA steering committee that will guide and oversee the evaluation of NSDS III and guide the crafting of the next NSDS Strategy. First meeting was held on 20 February with DHET, NSA and consultants. • SETMIS development well on the way. This is the DHET’s credible institutional mechanism. • Output 4.1.1.1 Capacity is established in DHET to coordinate research and skills planning • Collects unit reports, batch file data collection processes • Need to improve SETA QMR needs improvement and data needs to be integrated • SETMIS information to feed into HETMIS information to create a credible, integrated unified view of skills supply and improve skills planning • Collects data regarding funding learnerships/ qualifications/unit standards • Collects learner enrolments and achievements since 2010 • SETMIS to be gazetted soon for comments. Implementation planned for 3 months after comments process is concluded; to be implemented in 2017.

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability NATIONAL UPDATES • NSFAS Reborn - Ikusasa Student Financial Aid Plan-Gazetted for comment on DHET Website on 15 Dec 2016. Comments period extended until 30 April 2017. • Recognized that NSFAS has many problems • It does not match supply and demand • Recognizes the challenges with loan collection • Doe not track students • Already a pilot in place in partnerships with industry withy inputs from industry • Planning for 1.5% of payroll NSFAS for BBBEE points • Implementation in close collaboration with industry

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability CHIETA Updates FROM LPDI TO ETQA • New team members • Revised business unit key performance areas • Monitoring visits to be enhanced • Reminders • Accuracy of company and provider documents • CHIETA communicates only with providers • Importance of ensuring QALA requests on time • For funding purposes, CHIETA will be looking at these areas

  5. CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability QUALITY ASSURANCE UPDATE CHIETA further streamlining its work processes. Qualification and Materials Development Unit created within RSPU to align with Chamber processes, and the function previously in ETQA moved to RSPU. CHIETA’s future role as AQP to be progressed by developing the required systems. Qualification Design and development moved to the Research and Skills Planning unit, in line with chambers function of qualification development. Consideration to rename the unit. Learning programmes quality assurance implementation and certification remains with the ETQA unit.

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability STRATEGIC SUPPORT MECHANISMS & PLANNING FOR IMPACT ASSESSMENT • CHIETA Skills Supply and Demand Database (SSDD) fully operational with 2709 data records as at 31 March 2017 • 170 learners requested by employers for the period under review • 4 learners interviewed in the period March 2017 • Tracking and tracing of placed learners seeking placement on the database on-going • Automatic CV generation availed to all learners registered on the database

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability QUALIFICATION DESIGN • Qualification Development now with Research and Skills Planning Unit, moved from ETQA • Scope of work • Re-alignment or repackaging of legacy qualifications (expired and expiring in future) • Finalise qualifications already identified for development • Develop qualifications for new focus areas identified, confirmed and prioritised • Develop learnerships and learning materials where applicable.

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability STRATEGIC SUPPORT MECHANISMS & PLANNING FOR IMPACT ASSESSMENT Impact assessment studies to be undertaken by CHIETA • The 4 year CHIETA Trends in training and employment analysis completed and available for 2015/2016 based on WSP-ATR data • Impact evaluation of the CHIETA flagship pilot projects measuring the impact of 3 CHIETA partnership projects within a developed CHIETA monitoring and evaluation framework has commenced. The objective is to test and review the framework for implementation within other CHIETA projects, that will assist with clear indicator setting at the implementation phase for both sustained impact evaluation and monitoring. The expected completion date is 30 July 2017.

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability CHIETA 5-YEAR ORGANISATIONAL PERFORMANCE IN NSDS IIICHIETA performance footprint, April 2011 to March 2016 • Number of learners supported in NSDS III has grown exponentially • This is due to lessons learned in NSDS I and II • After Ten years of building credible relationships • CHIETA has won the trust of Industry by • listening carefully to their skills needs • including these needs in skills planning and funding processes • timely disbursements of funds, and • providing real skills planning support to industry The unit level of funding per learner in some programmes was below the national recommended SETA funding levels due to successful Industry partnerships and co-funding models implemented together with CHIETA member companies.

CHIETA, The Catalyst for Enhanced Skills, Economic Growth and Employability • ON THE HORIZON • NSLP & DHET proposal on the future establishment of SETAs: • Maintain SETAs with no limited lifespan. • All 21 institutions could remain with possible changes based on SIC codes. • Cost sharing/shared services – IT, HR, Regional Offices, DHET to provide guidelines on shared services and provisions that guide staff appointment and remuneration in accordance with govt policies. • Scope of SETAs: • Understand supply & demand. Steer the system by collecting info and ensure quality qualifications and workplace based experience. • Target existing workforce, students and unemployed. • Facilitate workplace based experience. • Disburse 20% of the levies as MG. • Maximum of 10% for SETA admin costs and shared services. • 49.5% to SETAs to support occupational programs with provisos such as “not limited to scarce skills” (see 4.5.1.4 of document). • NSA to be re-structured. • Discussions at NEDLAC conclude in August 2017. • New landscape to be phased in from 1 April 2018.
