National Infertility Prevention Project (IPP) and Region II • Goal is reduction of STD-related infertility through “targeted” screening and treatment of women for Chlamydia trachomatis and Neisseria gonorrhoeae • Funded through a Memorandum of Agreement (MOA) between CDC and OPA. • Region II consists of five Project Areas: • New Jersey, New York City, New York State, Puerto Rico and the US Virgin Islands • Majority of chlamydia screening occurs in publicly funded family planning and STD clinics • Recent “targeted” expansion to men and to both men and women in prison, juvenile detention, job corps and school settings

Region II IPP Structure/Function • Regional Advisory Committee • Executive Committee consists of representatives from the 7 FP and 5 STD grantees in NJ, NYC, NYS, PR, & USVI • Subcommittees for Data, Lab, Clinical & TQA include representatives from each project area • Ex-Officio members from CDC, OPA, IHS, CAI • Strategic Plan (2005-2009) • Protocols & Guidelines (last updated 2003) • Prevalence Monitoring Data to CDC

Region II IPP Data Mgmt Process • Project Area Partners • Collect data from participating sites and submit to CAI • Region II IPP Data Consultant (Karl Labes) • Cleans & aggregates data received from project areas • Region II IPP Deputy Coordinator (Kelly Opdyke) • Coordinates Regional data QA & submission to CDC • Data Submission Deadlines Quarter Data File Due at CAI 1 (January 1 – March 30) End of May 2 (April 1 – June 30) End of August 3 (July 1 – September 30) End of November 4 (October 1 – December 31) End of February

Region II IPP Workplan, 2006-2007 • PRIORITY 2: Incorporate Analysis of Regional Prevalence Monitoring Data for Regional and Local Data-Directed Planning and Quality Assurance • GOAL: IPP data will direct the most cost effective implementation of screening and treatment funds. • OBJECTIVE 2A: In order to support efforts to conduct analysis on highest quality data, By June 30, 2007, create a comprehensive set of prevalence monitoring data cleaning and quality assurance activities that project areas and the Infrastructure should conduct on a quarterly basis prior to forwarding data to CDC.

Region II IPP Workplan, 2006-2007 • PRIORITY 2: Incorporate Analysis of Regional Prevalence Monitoring Data for Regional and Local Data-Directed Planning and Quality Assurance • GOAL: IPP data will direct the most cost effective implementation of screening and treatment funds. • OBJECTIVE 2C: Evaluate/Assess chlamydia re-screening practices for clients testing positive for chlamydia 3-4 months post treatment.

Data Cleaning & QA • Data cleaning refers to the initial steps that are taken to ensure that data submitted from a clinic or laboratory are complete and correct. • Data qualityassurance efforts generally require comparing the current data submission to prior submissions to check for consistency, and then investigating any outliers or inconsistencies with the program staff involved. • “When problems in the data are identified, programs must inquire at the local level to identify whether outliers are actual, or are artifacts of problem with data submission. Data Management Tools • Data Dictionary • Defines core and enhanced IPP variables and category labels for data collection. • Data Codebook • Provides summary of variable names and category codes for data submission. • NOTE: CDC developing standard IPP format • Clinic Reference File • Details site-level information including HCPID, site location, and provider type; linked by KEY.

Current Data QA & Analysis Tools • Quarterly QA Report • Provides an overview of the number of records submitted in the current quarter, by grantee • Includes frequency distribution by variable showing proportion of missing/unknown values. • Provided to project areas following quarterly data submission. • Summary Tables & Slides • Regional summary of prevalence monitoring data core variables, by project area. • Provided twice per year at Advisory Committee Meetings.

New Data QA & Analysis Tools • Revised Data Codebook • Based on CDC standard format • Quarterly QA Memo (effective 2006q3) • Note changes to local screening criteria, test type, lab contracts, or other updates • Detail data issues (e.g. changes to clinic ref file, missing data, coding changes, etc.) • Summary table by month with total number of records submitted

  14. #3 Enhanced Data Collection & Analysis • Objectives: • Review clinic reference file data and clinic/provider type categories • Describe plan for reporting new variables (e.g. revised CT/GC test type) • Tools: • Clinic reference file codebook & guidelines • Project area Clinic Reference File • Proposed HCPT categories & definitions • Proposed Coding Changes for 2006

Next Steps (Per Region II IPP Workplan, 2006-2007) • Compile local screening guidelines for males and females by site type • Follow-up on local data questions identified • Develop plan for improving local data quality • Revise data dictionary and codebook to reflect proposed variables/values based on project area feedback • Review current standard data tables and assess utility; consider revising/updating
