The American Recovery and Reinvestment Act – aka the Stimulus Bill – is an effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long- neglected challenges so our country can thrive in the 21st century. The American Recovery and Reinvestment Act targets investments towards key areas that will save or create good jobs immediately, while also laying the groundwork for long-term economic growth.
We estimate that this act will potentially bring $25 billion in additional federal funding into New York State.
Distribution In many cases the funds will be distributed via the established state formulas, which will give the authority for the funding to the governor and the state agencies.
Distribution Other stimulus funds will be distributed through existing federal agency grants.
Distribution And finally, some new funding programs, will come through yet to be devised funding streams – The secretary of the federal agency will create a program to disburse the funds.
Not all of the stimulus funding is going towards “shovel ready” projects that are at the Governor’s discretion

The 11sections of funding are: • Firefighter Assistance • Economic & Community Development • Flood Prevention Programs • Small Business Assistance • Consumer Tax Credits. • Highway, Bridge and Transit • Water &Wastewater Infrastructure • Renewable & Clean Energy Programs • Workforce Development • Law Enforcement
A few examples of programs • Energy efficiency and conservation block grants, distributed by NYSERDA • Increase in HUD’s Community Development Block Grant program • Increase in USDA’s Rural Development Community Facilities Program. • Broadband grants through the Rural Utilities Service • Direct funding for brownfields assessment, cleanup revolving loans and environmental job training, offered by the U.S. Environmental Protection Agency’s Brownfields Program
