Partnership with the Insurance Industry • The Corporation of Lloyds and the UK Financial Services KTN have made a proposal to ESA to maximise the potential for space-based services in the re/insurance industry. • Insurance and Space Applications steering Group (ISAG) is being set up: • Outline modus operandi agreed; • first meeting planned for end March, hosted by Lloyds; • FS KTN will provide the secretariat function. • Membership of 10-12 leading players from re/insurance sector (PERILS AG is being invited), plus ESA and national programmes. • ISAG will gather user requirements from re/insurance industry and review them with space industry members. • One-stop-shop to match user needs with co-funding programmes. • The ISAG may also help to broaden the funding available for development of future space-based services. ITT for services to the Insurance Industry:Loss adjustment and claims settlement • Insurance industry workshop in London confirmed need for an integrated solution that would improve efficiency and safety of loss adjusters. • Also need for better information management and potential cost savings throughout the value chain. • The solution would be built around a geo-tagged device linked to a core satcoms capability: • assessors in the field would use GNSS-enabled, handheld satphones, or smartphones linked by WiFi to a field base equipped with a high bandwidth mobile satcoms device; • enables a secure, two-way, high-speed voice and data link to their HQ and coordination of local operations, when terrestrial infrastructure is destroyed or overloaded. • Assessors then remotely file reports on the impact on the insurer’s clients and include their estimates on the size of claims that are likely to be made, dramatically improving speed and accuracy of claims settlement. ITT for services the Insurance Industry:Loss adjustment and claims settlement (2) • GNSS will aid identification of correct locations and geo-tagging of photo/video and written assessments of damage, and enable monitoring of the assessors’ locations for both safety and logistics. • Up-to-date maps need to be included in the solution, using satellite and airborne EO data to show the extent of devastation: • before-and-after images, transmitted to the local assessors in real or near-real time. • In addition, better coordination is needed between underwriters who use surveyors to price risk in advance of a loss event, and loss adjusters who are called in after a catastrophe: • Aim is to create a feedback mechanism so all exposure data is updated following loss events, leading to better risk modelling and pricing. • ITT for an IAP Feasibility Study is due for release in Q2 2013, likely value €300,000. EIB Headquarters, Luxembourg ‘Space for Med’New EIB - ESA Cooperation Programme
‘Space for Med’ ESA already supports a range of projects in areas that are: • of interest for the Facility for Euro-Mediterranean Investment and Partnership (FEMIP); and • in line with the Union for the Mediterranean (UfM) objectives. So, in cooperation with industry, users, private and institutional partners, ESA and EIB will initiate activities addressing the use of space technology and services for the benefit of the citizens of the UfM, through a programme called ‘Space for MED’ • Programme management is in conjunction with LUXINNOVATION, the national innovation agency in Luxembourg. Projects Directorate | Innovation and Competitiveness
Space for Med Targets “To focus on key application sectors where bridging the digital divide via tailored satellite-based services will bring economic growth of direct benefit for the Mediterranean region” • Specific areas of interest: • Energy and Renewable Energy. • Transport and Logistics • Water Management • Other areas can be included if complementing on-going efforts or in response to an emerging demand ESA UNCLASSIFIED – For Internal Use
Example of an holistic approach to one EIB / ESA cooperation theme within Space for Med.Workshop to define activities scheduled for late June 2013.1st phase activities are small studies (e.g. €30k), some but not all as extensions of existing IAP projects. These will help define much larger, 2nd phase projects that may require loans from EIB and other partners. We welcome input on possible topics and projects. How can IAP add value in the water sector? Move from technology pilots to self-sustained services • Aim for a sustainable operational service • Reduce reliance on R&D elements; • Take existing technologies and integrate them better; • Improve integration of solution in user’s processes; • Build in sustainability from start.
How can IAP add value in the water sector? Move from technology pilots to self-sustained services • Aim for a sustainable operational service • Increase access to customers • Broaden the user base; • Improve scalability and make the solution more generally applicable; • Make the solution fool-proof; • Improve standardization.
How can IAP add value in the water sector? Move from technology pilots to self-sustained services • Aim for a sustainable operational service • Increase access to customers • Improve the business case • Work out/strengthen the business plan; • Demonstrate to users key operational parameters (reliability, cost/benefit) during the demo phase; • Make consortium “investment-ready”.

IAP Water Availability Tender (Q1 2013):(More tenders on water themes also planned) Investigate whether integration of space assets can help water companies and local government to: • Improve the monitoring, forecasting and control of availability and quality, of raw and treated water, with the aim to: • Develop and maintain a resilient, cost-effective and sustainable water supply chain; • For industrial, private and agricultural consumers; • In Europe and beyond.
Need to increase support for SMEs: not just funding but wider business support New ways of supporting IAP project companies! Funding Stream (exists up to demo) Seed Capital Start-up Capital Development Capital Funding/ Resource Cliff Company Creation Service Incubation Investment & rollout readiness Business Support Stream (needs to be built up with external partners) No ongoing support for IAP project companies!
