1- Training objective Upon completion of this course, you will be able to: • inform people of the rules in order to get them to safety during an evacuation, • react appropriately and efficiently to supervise an evacuation. Duration • 30 minutes in the classroom • + around one hour walking tour for familiarisation purposes

2- Training course programme 2-2 - Practical • Familiarisation with routes, signage, emergency exits, fire safety equipment, etc. • Familiarisation with the assembly points. 2-3- Evacuation exercise • Participating as an Emergency Guide in an evacuation exercise simulating or not a real-life incident. • Putting the training for the Emergency Guide role into practice. • Attending a debriefing.
3- The CERN context • CERN has defined a method and responsibilities for organising evacuation exercises in order to be prepared for adverse events. • “Adverse Event” • Examples: • Fire, chemical leak, etc. EDMS XXXXXXX 5
4- Evacuation principles Assessment: • The evacuation must be efficientkeeping in mind that in the event of a fire breaks out, the fire spreads rapidly… There is not much to evacuate. • It is important to hold regular evacuation exercisesin order to: • identify a danger, • react appropriately, • and retreat to safety. Evacuate people quickly and calmly!

4- Evacuation principles • For the purposes of evacuation, each building is divided by floor. • Number of Emergency Guides recommended for each floor: two. • Role of the Emergency Guide: assistance with the evacuation. • Les Emergency Guides (ex « serre-fils » ou firewarden) sont nommés soit par l'organisateur de l'exercice d'évacuation (généralement le TSO), soit par le DSO ou le GLIMOS. • Regarding experiments and particular installations, the number of Emergency Guides as well as some other aspects (i.e. confinement) should be defined during the organisation meeting.

5- Procedure • In the event of danger or suspected danger, it is better to evacuate the premises than to wait until the last minute and put lives at risk! • The evacuation alarm must be triggered by anyone who deems it necessary!
6- Co-ordinating the evacuation • When the evacuation alarm sounds, the members of the co-ordinating team organise themselves to evacuate every individual and get them to safety at the assembly point. • The alarm going off indicates that: • Leave immediately the building/premises, it is essential, mandatory!

6- Co-ordinating the evacuation • When the evacuation siren sounds, the Emergency Guides have authority over all personnel and every individual present in the building or premises, irrespective of their position within the Organization. • Every person participating in CERN's activities or present on the site must participate in the evacuation exercises and follow the instructions given by the Emergency Guides. • If anybody refuses to participate, the organiser takes the person's name and passes it on to the DSO or GLIMOS.

Exercise Organiser Name, Surname DEP/GRP • Person who: • Organises his/her evacuation exercise regarding the CERN annual evacuation exercises programme. • Appoints or ensures that the Emergency Guides are appointed and trained for the facilities concerned. • Supervises the co-ordinating team during the evacuation exercise. 7. Responsibilities Drill Safety Guards • Participate in evacuation exercises and have the authority to stop themif safety is compromised. Safety Personnel • The Safety Officer, the HSE Unit, the Fire and Rescue Service, the Medical Service and the Alarm System Service. Observers • Fill in the evacuation exercise observation sheets and attend the briefings/debriefings. EDMS XXXXXXX 16
7- Responsibilities Emergency Guides • Follow the appropriate training courses, including: • “Use of fire extinguisher – live exercises”. • Wear the appropriate equipment in order to be clearly identifiable: • Yellow vest with the words “Emergency Guide” printed on it (or for the experiments helmet with a sticker “Emergency Guide”). • Must wear ear protection. 8- The Emergency Guide’s duties Do not allow lifts to be used (apart from underground) Prevent people from going upstairs and into their offices Check each floor of the premises, including the toilets, to make sure that there is nobody inside Never head towards the smoke! EDMS XXXXXXX 20
