Proposition 63 –The mental health Services act • This proposition passed in the Fall of 2004 • It places a 1% tax on personal income above 1 million dollars • Since that time, it has generated approximately $8 billion • Most of these funds are passed to the counties which must utilize these funds for new types of programs under several components
Proposition 63 –The mental health Services act • Some funds, however, went towards statewide projects including a project that became known as the: California Reducing Disparities Project or CRDP

Crdp Phase 1 There were seven contracts awarded in Phase 1 of the California Reducing Disparities Project. The CMMC is illustrated in RFP One.
CRDP PHASE 1 CONTINUED • The seven RFPs were released in early 2011 • The Racial and Ethnic Mental Health Disparities Coalition (REMHDCO) was awarded the contract for RFP #1 which was for the multicultural coalition. • Mental Health America in California is the fiscal sponsor of REMHDCO. • REMHDCO did not “become” the CMMC – the CMMC was a project of REMHDCO (along with others)
CRDP PHASE 1 CONTINUED • In addition to the multicultural coalition – the CMMC, five RFP’s were awarded to community organizations to reports on these populations: • The African American Communities • The Asian/Pacific Islander Communities • The Latino Communities • The Native American Communities • The LGBTQ Communities • RFP #3 went to an organization to facilitate all the partners and to write the “Strategic Plan” which would give direction on how the $60 million in Phase 2 should be administered.
CRDP PHASE 1 CONTINUED • The Office of Multicultural Services under the CA State Department of Mental Health was the original administrator of the CRDP Phase 1 • When that State Department was “reorganized” in 2012, most of the functions of the Office of Multicultural Services were transferred to: • The Office of Health Equity, under the CA State Department of Public Health • There will be an update on CRDP Phase 2 (the $60 million investment) later on in this briefing by the Office of Health Equity
Crdp phase 1 continued • The organizations focused on specific populations research and developed “Special Population Reports” which served as the basis for the CRDP Strategic Plan. These outlined strategies and approaches defined by each of the respective communities. • The Special Population Reports can be accessed on the website of the Office of Health Equity and that information is in the briefing folders. • The final draft of the CRDP Strategic Plan has not been released yet. • What has the CMMC accomplished in these past five years?
