SacramentoMedical Reserve Corps • SMRC was founded in 2003 under the Sacramento County Sheriff’s Department. • In 2009 the SMRC was moved to the Sacramento County Office of Emergency Services. • We currently have 180 medical and support volunteer members.
SMRC Response Efforts: • H1N1 – Provided staff for flu clinics & transported lab work for Public Health in 2009. • Severe Weather – Annually assisted the City and County of Sacramento in staffing Cooling and Warming Centers. • Wildfire Response - Lake, Mendocino, Napa, & Butte Counties with SMRC members to help support Evacuation Shelters.
H1N1 Flu Clinics
Camp Fire Response: • SMRC members volunteered 235 hours for the Camp Fire Response effort. • 9 members (RNs, LVNs, and EMTs) provided medical care at evacuation shelters. • SMRC requested by Sacramento County EMSA and deployments coordinated with CA EMSA.
Camp Fire Response- Medical • Provided medical care for evacuees at an ARC Shelter at a church in Chico. • 4 members deployed (2 RNs, 1 LVN, and 1 EMT). • Treated evacuees with Noro Virus overnight, cleaned restroom facilities, and eventually contracted the virus.
Camp Fire Response- Medical Silver Dollar Fairgrounds • Triage and assess patients • Dispense patient medications • Provide breathing treatments • Distribute over the counter medications and medical supplies • Assist in moving evacuees from point a to point b • Blood glucose monitoring/dispense insulin • Bandaging and dressing changes • Assistance with pharmacy refills • Referral to a MD if needed. • Complete paperwork • Organize Medical Station/medication room
Camp Fire Victims • Due to the large number of fatality victims of the Camp Fire, the Butte County Coroner’s Office requested Mutual Assistance Aide from the Sacramento County Coroner’s Office. • The Sacramento County Coroner requested SMRC assistance.
The Loss of Life, the urgency to provide information • A total of 84 remains from Camp Fire victims were transported from Butte County and processed in Sacramento County Corner’s Office.
SMRC/Coroner Partnership: • Mass casualty incidents can happen at any moment. SMRC volunteers were & continue to be trained by the Coroner’s Office to work with them in their efforts to provide vital services during a tragic and difficult time for the individuals, families & community.
Coroner Training SMRC volunteer training included: • History of Coroner’s Office • Tour of the morgue • Bio-Seal training • Participate in mass casualty exercises with the Coroner’s Office.
Corner’s Office Support Camp Fire • Provided 12 backboards to assist in movement of victims. • SMRC members needed to be “background checked” to work in the morgue. • Deployed 9 SMRC volunteers to support at the Corner’s Office between Nov. 2018 – Jan. 2019.
Staffing the Morgue • Volunteers included: RNs, EMTs, Phlebotomists, and support members. • SMRC members volunteered 37 hours. Additionally, we had 12 members on standby to help.
SMRC Role in the Morgue SMRC volunteers assisted: • Unloading remains from trucks • Movement of remains in morgue • Lining up bones • X-ray bones • Act as a Scribe
Sacramento County Coroner Kim Gin and SMRC Coordinator – Establish and grow relationships with partner agencies.
