PS BLUF Purpose: To provide PERSPAY Conference with updated status of the PS Rating’s health and other info. • Current FY14 Manning 97%. - Zone A: 87.0% Zone B: 70.0% Zone C: 113.0% - E1-3: 93% E4: 95% E5: 93% E6: 104% E7: 102% E8: 98% E9: 78% • FY-12 Enlisted Retention Board (ERB) reduced the force by 2940 Sailors across 31 overmanned ratings. - PS Rating ERB Loss: 61 Sailors (Target YGs 00-98) • PS inventory is managed through PTS and lateral/direct rating conversions into other ratings, FTS, or SELRES, and by enforcing HYT. • PTS quotas are evaluated monthly via the Quota Management Tool. The number of quotas published/issued are a direct result of the Fleet’s utilization of previously issued quotas. • The ECM TECHADs publish the community health slide on the NPC Website to assist Sailors in career management.
PS Summary EPA to Inventory EPA CHASE FY14 E6/E7 inventory will improve via ADV OPP/HYT. Identifies POM -12 buyback with increase of EPA through FY17 Shortage of inventory assigned to sea billets.

Way Ahead • Stabilize overall manning with proper accessions, PTS and • lateral/direct conversions, SELRES conversions or PTS separate. • Continue to provide PS updates at the NC Symposium, PSD/PASS • Working Group, and PAYPERS Conferences. • Continue communication to the Fleet to ensure all PSs (E-6 and below) be • screened in FleetRIDE and conduct CDBs to identify and discuss career • options. • Continue execution of Policy: HYT + STE + PTS. • NEC authorization for PS NEC-2905 authorized for E3 signed on 15 June 11.
