  2. What is ‘Significant’ Service Change? having or likely to have: • a measurable change to a new or current service • associated risks to manage • financial impacts or consequences for service users, their caregivers or service providers.

  3. Key changes • Only approved in principle / approved significant service changes to be in DHB Annual Plan / Regional Services Plan • New Planning Regulations (section 92(1) of the NZPHD Act • No significant service change will be implemented until appropriate consultation has been undertaken

  4. Minister’s role • Approval in principle / approval • Minister’s decision re ‘significance' triggering consultation: ‘where the Minister considers that DHBs are proposing changes to service eligibility, access, or the way services are provided that will have a significant impact on recipients of services, their caregivers or providers’.

  5. NHB’s role DHB Relationship Manager : • triages proposals for Minister’s approval in principle / approval • facilitates the consideration of proposals for: • significant service change to reduce risks of underestimating the significance of a proposed DHB service change • clarify when consultation is required • notifies DHB of Minister’s decision

  6. Benefits • streamline significant service change decisions to reduce bureaucracy and avoid surprises • minimise decision delays, adverse public reaction, financial, resource and clinical impacts on the affected people • ensure service change processes reflect the requirements of the New Zealand Public Health and Disability Amendment Bill and Planning Regulations • provide confidence that there are sufficient controls to manage potential service change risks and public confidence throughout the service change process
