  3. LONE STAR COLLEGE BACKGROUND INFORMATION • The Lone Star College System (LSCS or the System) is among the largest and fastest growing community college districts in Texas. The System is a comprehensive, fully accredited two-year college offering academic transfer programs, associate degree and workforce programs, certificates, community education and corporate training. • The System is comprised of LSC-North Harris, LSC-Kingwood, LSC-Tomball, LSC-Montgomery, LSC-CyFair, LSC-University Park, System Office, The University Center, and seven satellite centers in a service area of 1,400 square miles in North Harris and Montgomery counties. Approximately 75,000 credit students have enrolled in credit classes for fall of 2011, and more than 17,000 additional students have enrolled in community education and corporate training programs. • The System is the top associate degree producer in Texas, and ranks 8th nationally. In 2009, 2010 and 2011, LSCS was listed in the top 100 Great Colleges to Work For by the Chronicle of Higher Education.

SCOPE OF SERVICES • Lone Star College System (LSCS) is requesting Statements of Qualifications Proposals from qualified firms to provide professional architectural services to LSCS for programming, design development, construction documents, pricing, and construction administration at LSC University Park. One or more firms may be selected to perform professional architectural services for a period of two (2) years with renewal options.. • Professional architectural services may include, but not be limited to, civil, structural, mechanical, plumbing, electrical and landscape consultants. • Project types to include, but not be limited to: • Tenant improvements • Site improvements • Base building capital improvements • Building additions • New buildings • Master planning • LSCS promotes and encourages contracting and subcontracting opportunities for Historically Underutilized Businesses (HUB) in all contracts. Respondents are encouraged to include HUB firms in their teams whenever feasible and appropriate. .

  9. CALENDAR OF EVENTS Listed below are the dates and times by which stated actions must be taken or completed. If LSCS determines, in its sole discretion, that it is necessary to change any of the dates and times, it will issue an Addendum to this RFQ. All listed times are applicable local times for Houston, Texas. Monday, January 9, 2012, 10:00am • Final day for Respondents to submit questions addressed to Nora Jerez at email nora.h.jerez@lonestar.edu Tuesday, January 10, 2012, 10:00am • Addenda, if any, responding to written questions emailed to Respondents Friday, January 13, 2012 at 2:00 p.m. (CST) • Deadline for Statement of Qualifications Proposals electronic submission through LSCS iStar Purchasing Portal Tuesday, January 31, 2012 • Interviews of shortlisted Respondents (if necessary) Thursday, March 1, 2012 • Recommendation of Consultant presented to LSCS Board of Trustees for award

The following REQUIRED information must be included in your proposal response in this order: Please name your PDF file as such: RFQ 175-YourCompanyName.pdf (Character limitations) 1. Table of Contents-Respondent Checklist (this form)  2. Primary Contact Response Sheet (LSC Form)  3. Qualifications Proposal Submittal Cover Sheet 4. Your Statement of Qualifications Response including the following: Cover Letter on company letterhead containing: - A brief executive summary of firm’s qualifications - Acknowledgment of RFQ Revisions/Addenda, if any - Identify services proposed, i.e., full A/E, A only or E only. - Answers to all Bid Factors in the order listed in I-Star. - Team Proposed, including resumes of key personnel - Historical timeline to complete similar projects. - Any other information relevant to this Request for Qualifications – do not include sales literature. 5. HUB Plan: HUB Certification/Participation Goal Response Sheet (LSC Form) Provide copy of Historically Underutilized Business (HUB) certification or HUB plan including percentage of participation and plan/procedures to achieve stated goal. If applicable, provide a list of partnering HUB firms with contact information. Also, provide a description of your history of using HUB firms in your projects and of your HUB Mentoring Program. 6. CIQ: Provide a SIGNED copy of the Conflict of Interest Questionnaire. (LSC Form)

  11. EVALUATION CRITERIA AND SELECTION PROCESS All responses will be initially evaluated based on the following criteria listed below by members of an advisory evaluation committee. Such diverse committee shall consist of individuals who have expertise regarding, or some experience with, the subject matter of the RFQ; or individuals who could be characterized as recipients, beneficiaries or users of the RFQ's subject matter. The Respondent shall explain within their response why any of these factors are not applicable. In determining the firms whose qualifications are in the best interests of LSCS, the criteria will include, but not be limited to, the following:

INTERVIEWSELECTION PROCESS • All committee member scores will be combined and averaged. • The firms with the highest scores will be interviewed. • No firms with a score less than 70 will be interviewed. • The scoring criteria for step two will be sent with the notification to the respondents selected for an interview.
