Abstract Number: WEPDE0102 Oral Poster Discussion Session: Track E Expanding Coverage and Quality: Approaches to Scaling-Up 25 July 2012 13:00-14:00 Mini Room 3 Reaching Key Populations in SRH/HIV IntegrationRecommendations from a global intervention review to identify strategies to increase the responsiveness and relevance of integrated programming to the sexual and reproductive health and rights (SRHR) needs Authors: S. Background & Methods • Increasing policy support for HIV/SRHR integration to achieve universal access, but questions remain about its successful application in programs and policies for key populations: including MSM & transgender people; female sex workers; people who use drugs; and PLHIV. • Global review of over 160 resources focusing on SRHR/HIV integration for key populations • Objective: Assess how SRHR/HIV integration can not only improve the efficiency of programs but truly serve the needs of key populations. • Analysed successful approaches and lessons learned to inform future programme development, implementation and evaluation
Findings Common challenges highlighted the need to follow good practice principles for programming for key populations: • Lack of rights-based approaches • Inappropriate design of HIV/SRHR integration • Missed obvious opportunities • Stigma and discrimination related to HIV and KPs • Low demand for HIV/SRHR integrated services by KPs • Low attention to gender inequality • Low understanding of KPs’ specific and diverse needs • Presumptions or lack of expertise among service providers • Lack of a strong referrals systems • Lack of political, technical and financial support to create the enabling environment for scale-up
Conclusions Key steps can be taken to maximize the effectiveness of SRHR/HIV integration among key populations: • Plan and start by building on ‘what’s there’, gathering evidence and identifying key entry points • Ensure comprehensive HIV/SRHR integrated programming • Ensure effective and creative service delivery • Ensure a strong ‘chain’ of HIV/SRHR integrated services, including through high quality and systematic referrals • Promote HIV/SRHR integration at all levels, including building an enabling internal and external environment • Address the political, legislative and funding context While desirable in the long-term, integration that is premature, overly rapid or too large-scale risks compromising rather than enhancing access to high-quality services by key populations.
