David Steingraber, Executive DirectorWisconsin Office of Justice Assistance The Politics of Performance and Its Impact on Funding Perception, Expectations and Reality
Your Goal…. Reconcile public and user perceptions, as well as internally and externally imposed expectations with the reality of Justice Information Sharing in your State
Perceptions Created by… • Popular entertainment media and, to a lesser extent, news media • project managers who overstate progress or capacity • uninformed policy makers relying on one of the above
Perceptions • It is difficult to justify funding for a capacity that is commonly believed to already exist. • It is also difficult to adjust perceptions without reflecting negatively on the project
Perceptions • Targeted public information strategy • Media • Users • Policy makers • General public • Consistent talking points for key policy makers
Expectations Stating the obvious….. for emphasis Performance measures should be agreed upon in advance
Expectations • Don’t change the rules in the middle of the game • Don’t overreach on your goals • Communicate expectations to project team
Expectations Performance expectations and measures will vary depending on funding strategy
CJIS Funding Strategies Fed = federal grants State = state appropriations User = user fees
Expectations Organizational Considerations • Fix ultimate responsibility with one person or agency • Budget and resource allocation (control) • Participative governance structure
Outcomes versus Outputs • Outcomes can be described • Outputs can be counted
Expectations Rhetorical Expectations “If we had information sharing before 9-11 we would have been able to connect the dots and prevented the whole terrible thing”
Expectations Objective and measurable performance indicators may not be the only basis for judging success
Expectations • Anecdotal • A lucky break • Consensus • Strong law enforcement support • Demonstrated • Show and Tell
Reality • Justice Information Sharing Systems are complex and difficult to build • The politics of information sharing can be as challenging as the technology • Technology will advance more rapidly than implementation
