Improving PABs in Reauthorization • Private sector supports reauthorizing and expanding • Eliminate limit on PABs or increase to $100B • Make permanent the current exemption from the Alternative Minimum Tax • Eliminate the prohibition on the accretion of interest
Improving TIFIA in Reauthorization • Federal role is that of facilitator and partner in P3s (OIPD example) • Cannot fund infrastructure development without P3s • Gas tax/spend model has failed (Trust Fund depletion) • Private sector supports reauthorization and expansion • Increase budget authority of TIFIA to $500m per year • Allow TIFIA to fund up to 50% of eligible project costs • Eliminate “springing lien” for TIFIA loans • TIGER Guidelines: social policies and P3 transactions working together
