The Future of Yacht RecyclingSession Two • Jose Luis Fayos • jlfayos@anen.es • ANEN – Spanish Marine Trade Association • Amsterdam, November 16th 2015
The Future of Yacht RecyclingSpain at a glance • GENERAL CONDITIONS • 10.000 to 12.000 End of Life Boats • Increasing in 1.000 units every year • Disposal of GRP wastes are still allowed in landfills • There are no companies specialized on boat scrapping and waste management • Most of the boats are abandoned in marinas, yacht clubs and yards
The Future of Yacht RecyclingSpain at a glance • LEGAL SIDE OF THE PROBLEM • A new procedure will enter into force soon, giving notaries attributions to declare a boat abandoned and transfer the property to the holder • TECHNICAL SIDE OF THE PROBLEM • Boats up to 8 meters length are transported to a registered waste treatment plant in a regular basis • Boats over 8 meters length need an special transportation to the waste treatment plant or have to be chopped up on site (marina, yard, …) • Chopping up wastes like composite structures and reduce them to fragments is a waste treatment operation and has to be authorized by the Regional Environmental Agency • Directive 2008/98/EC “Waste Framework Directive” • Treatment “means recovery or disposal operations, including preparation prior to recovery or disposal”
The Future of Yacht RecyclingGeneral procedure • 1.- Decontaminate the boat by removing dangerous wastes as oils and fuels, bilge water, batteries and other pollutants • 2.- Remove metal items as spars, fittings, anchors, propellers… • 3.- Reduce the hull and deck with hammers, saws and hydraulic grapples to fragments • 4.- Place different wastes into containers for a separate treatment. GRP is sent to authorized landfills and sometimes used as raw material on cement plants
The Future of Yacht RecyclingOur strategy to cope with large boats • Option 1: One to one authorization • Same as asbestos decommission • Work plan for every case approved by maritime and environmental authorities • Option 2: Mobile treatment plant • Same as soil recovery treatments
