Regulated Route Gaming Markets: Overview • Route Gaming– the business of operating electronic gaming machines (“EGMs” or “slot machines”) outside of casinos, primarily in retail locations such as bars, restaurants, C-stores and grocery stores. • Regulated Markets – markets where a state agency monitors all events within the EGMs, approves all entities & individuals that own, operate and host EGMs, and creates and enforces all rules that pertain to the EGMs and the revenue they generate. • Existing Regulated Route Gaming Markets – currently there are 9 markets in the US (OR, NV, MT, SD, IL, LA, WV, PA, GA). Annual Gaming Revenue (Net Funds) by State Non-Bar/Restaurant Player Growth Net Funds Year

PA Truck Stop VGT Market – What is it? • In 2017, the PA State Government expanded legalized gaming in the Commonwealth, including authorizing Video Gaming Terminals at PA Truck Stops. • The Legislation defined “Qualified” Truck Stops as those that possess: • 3 contiguous acres of property, not owned by the PA Turnpike • At least 20 commercial parking spaces • A PA Lottery Sales Agent License • A full-service convenience store • Diesel islands for commercial vehicles • The sale of at least 50k gallons of diesel per month • There are currently 65 Truck Stops applying for a PA VGT gaming license. VGTs (video gaming terminals) are Electronic Gaming Machines that provide a traditional “Vegas Slots” experience while allowing players to play for cash. Players deposit cash into the VGTs and when finished playing, receive a voucher reflectingtheir total gaming credits. Players canredeem the voucher at a redemption terminal located adjacent to the VGTs for cash.

PA VGT TAM for Corporate Retail Chains • IL Average Truck Stop HPD = $325 • Route gaming venues in PA currently limited to Truck Stops • Current PA Truck Stop Requirements limit Truck Stops with Gaming to < 500 locations • Corporate Truck Stops should create a TAM of $37mm in “Net” GGR (revenue to the retailer) or $123k of annual gaming income/Truck Stop

  7. PA “Go-Live” Schedule 1a. Submit a Gaming Application 1b. Design Gaming Area 2. Receive PGCB conditional approval • PGCB fingerprints, conducts a background check on location owners and confirms location’s qualifications. Application includes gaming area design. • Generate design for application that includes security & surveillance measures. • Conditional approval allows live gaming if location passes subsequent inspections. • ~30-60 Days ~10-15 Days ~30 - 45 Days 6. PGCB Final Inspection 3. PGCB Inspection 5. Construct gaming room including security requirements Agents will inspect location to ensure all requirements are met; including parking spots, acreage of location, hard fuel meter readings, pictures of location and lottery licenses ~30 Days PGCB agent completes final inspection. ~4-7 Days ~5-10 Days 4. Apply for Municipal Permits If needed for gaming area construction andVGT placement at location. 7. Install and Go Live ~30 Days • Accel delivers VGTs to location and connects them to the PGCB central system. PGCB also provides specific Go-Live Date. At Go-Live, the VGTs begin operations. 8. PGCB provides final approval based on agent’s report YOUR GO LIVE ~3-5 Days 5-6 MONTHS ~15-30 Days
