2. History and background The RCN have committed to quality improvement work for many years, including standards and clinical guideline work. In 2005, agreement was reached that member funding of the clinical guideline programme within the RCNI should be redirected into implementation activity. NICE funding (> £600K each year) pays for the RCN to develop clinical guidelines. NCC-NSC presentation to NDC

NICE are one of the largest Arms Length Bodies of the DH (NICE and HDA merge April 2005) 'Arm's length bodies' (ALBs) are stand-alone national organisations sponsored by the Department of Health undertaking executive functions. The work they undertake ranges from back office administrative functions to complex ethical or clinical-related work. There are three types, these are: • Executive agencies eg. MHRA and PASA • Special health authorities eg. NICE and NPSA • Non-departmental public bodies eg. Healthcare Commission NCC-NSC presentation to NDC

Commissioned agreement with NICE since 2000 and rolling until 2013 • Invited in 2000 to establish a research centre, based in Oxford • One of seven NCC’s, all but one based in Royal Colleges (NCC-CC) • The NCC/RCNI promotes nurses and nursing through direct and indirect involvement • Significant annual income stream into the College, providing key staff resource and enabling members to benefit NCC-NSC presentation to NDC
