Outline • Cost Comparison 2004 vs. 2005 • OOMC • Unit Specific-Up • Unit Specific-Down • RMR • Total Local Congestion costs in 2005 were lower than 2004 • Unit Specific-Up and OOMC costs were slightly higher. • The 2005 Fuel Index was 40% higher than 2004 BGarza / February 2006 / WMS/updated 03012006

What Are Local Congestion Costs? • OOMC – A generator that did not plan to be on-line is paid to start and run at minimum. • Unit Specific - Up – A generator is paid to operate at a higher output than planned. Includes OOME and LBES. • Unit Specific - Down – A generator is paid to operate at a lower output than planned. Includes OOME and LBES. • RMR – Reliability Must Run – A generator is paid to be available and operate as directed when the owner would have otherwise suspended operation for an extended period of time.
