An Energy Strategy for Canada? David Emerson, PC IPAC Conference Ottawa August 23, 2010
EPIC • Who are we? Are we crazy? • NEP disaster…30 years ago, but A generation ago! An economic revolution ago! • A ‘flat world’, a tougher game • Leading countries must have a strategy, get it right, or become ‘road kill’ • CIC achieved a milestone with its’ Global Positioning Strategy Energy subtext • We need the full text, and we need it now…EPIC
Refresher: The Obliteration of the Old Order • BRICs, developing economies and the ‘geopolitical centre of gravity’ • Economics of a billion • Natural resources/energy/environment/security are driving geopolitical forces • Teetering America • Faltering NA platform • Hyper competitive imperative drives countries to their core strengths
Canada at the Divide • Small trading economy • Massive gravitational pull to US • But…special relationship not so special anymore • Protectionist cancers are spreading • Underdeveloped linkages to non NA economies • Our ‘brand’ in turmoil • Appetite for a strategy is palpable, a void CIC has begun to fill
An Energy Strategy: Critical Elements • National coherence/jurisdictional respect/unifying • Neutrality across forms of energy…good science/economics to prevail • Economic/ environmental saddle point • Maximize leverage: Fiscal Research, innovation, technology Strengthening/diversifying trade/economic linkages • Powerful, compelling, brand strategy • Spin is not the answer: real, fact based results, well communicated and part of larger brand offensive
EPIC: to the First Plateau • Time is short, past ‘best before date’ • Time limited, noninstitutional, business sponsored • Provide roadmap, tools and fertile ground • …We’re done!
