Outpatient Behavioral Health Services (OBHS) • Beginning on 1/1/2019 eQ Health began processing Extension of Benefits for persons who have not completed an independent assessment or who have completed an independent assessment with a Tier 1 determination. • The revised OBHS manual with effective date of 3/01/2019 is available at https://medicaid.mmis.arkansas.gov/Provider/Docs/obhs.aspx

  2. Outpatient Behavioral Health Services (OBHS)Infant mental health services • Beginning on 1/1/2019 eQ Health began processing Prior Authorizations and Extension of Benefits for services under the Infant Mental Health Program for children under the age of 4. • Individual providers must be determined to have met Infant Mental Health Standards through the Division of Aging, Adult, and Behavioral Health Services prior to requesting or submitting requests for prior authorization or extension of benefits for these services. • The revised OBHS manual with effective date of 3/01/2019 is available at https://medicaid.mmis.arkansas.gov/Provider/Docs/obhs.aspx

  3. Adult behavioral health services for community independence (ABHSCI) • Beginning 3/4/19 eQ Health will begin accepting Extension of Benefits for persons (18 and older) who have completed an independent assessment with a Tier 2 or Tier 3 determination and who are eligible for Medicaid through the 06 Medically Frail categories. These services will be authorized under the new ABHSCI (Adult Behavioral Health Services for Community Independence Manual). • The revised ABHSCI manual with effective date of 3/01/2019 is available at https://medicaid.mmis.arkansas.gov/Download/provider/provdocs/Manuals/ABHSCI/ABHSCI_II.doc

  4. SPENDDOWNs • Beginning 3/4/19 eQ Health will begin to accept retroactive reviews for those persons (18 and older) who received services through a Medicaid Spenddown. • Please contact eQ Health for processes for submission of retroactive requests for those beneficiaries who have qualified for Medicaid through the Spenddown category.

  5. Confirmation numbers 2/18/2019 to 2/28/2019 • Beginning 3/4/19 eQ Health will begin accepting request for confirmation numbers for persons who have completed an independent assessment with a Tier 2 or Tier 3 determination and received services prior to March 1, 2019. • Providers will, upon request through the portal, receive a confirmation number for services under the OBHSCFN program. • All tier 2 and tier 3 services available under the OBHS program manual for dates of services from 2/18/19 through February 28, 2019 should be available under the OBHSCFN program.

  6. OBHS Services 7/1/2018 through 12/31/2018 • Extension of Benefits for any Counseling Level (tier 1) service provided during this time period may be submitted for medical necessity review through the portal under the OPBH program.

  7. OBHS Services 7/1/2018 through 2/28/2019 • Extension of Benefits for any tier 2 or tier 3 service provided during this time period may be submitted for medical necessity review through the portal under the OBHSCFN program.
