DOE Order • DOE O 580.1 – High Risk Property excluded – 41 CFR 109 applies • 4.e.Records(2)(o) - High Risk designation • Attachment 2 – W-2-W inventory for weapons, ammunition, military property • Attachment 2 - ASTM standard does not apply to High Risk Property in assessing loss, damage or destruction

DOE Personal Property Management Guide • DOE G 580.1-1 - Not requirements • Chapter 15 – High Risk Property • Adds information technology to scope • Documentation – certifications & clearances? • End use certification • Chapter 28 – Excess/surplus High Risk Property should not be disposed of in foreign areas

  4. Firearms • DOE doesn’t consider firearms to be high risk • DOE wanted me to add excess firearms in EADS • as NA • NNSA considers them high risk and enter them • in EADS as HR with drop Y

  6. ATA Carnets Virtually any type of merchandise can benefit from using a carnet for customs clearance, except consumables.

Business http://www.uscib.org/ Fees/security deposits due If value is less than $20K, In lieu of a cash deposit, federal, state, and local government agencies may remit a Refundable Claim Deposit (RCD) of $250 per Carnet. The RCD is in addition to the Basic Fee and should be remitted at the time of payment.  Agencies submitting an RCD must also complete the Application for Waiver of Security.

Russian Experience • No longer have Embassy help for temporary imports • Experiment at Sarov with short window • Tried carnet • Couldn’t get DOE to sign waiver – security deposit of • $4K • First experience – bad • Only dude at Sarov in Russia to work carnets – on • vacation • Did get equipment through – painful process – week • delay for experiment

  9. Hopeful • More sophisticated places, i.e. European Union • Created waiver we could sign • Update you on future usage
