Joint ITU-GISFI-DS-CTIF Standards Education Workshop (Aalborg-Denmark, 08-09 Oct 12)Standardization of Engineering Education in Pakistan Prof Dr Bhawani Shankar Chowdhry Dean Faculty of Electrical, Electronics, Telecommunication and Computer Engineering Mehran University of engineering and Technology (MUET) Jamshoro - Pakistan www.muet.edu.pk bhawani.chowdhry@faculty.muet.edu.pk
Talk briefly covers… MUET ISO 9001-2000 Certified Regulatory and statutory bodies Unified Framework for Telecommunication Engineering Program Monitoring of the program Conclusion
In the light of Objectives of the workshop “ITU academia members and selected international academic institutions will be invited to share details of their standardization curricula and thereby aid in the development of an ITU repository of standards courses currently on offer”.
Regulatory / Statutory bodies • Higher Education Commission (HEC) Pakistan • Forms NCRC for curriculum development www.hec.gov.pk • Pakistan Engineering Council • Regulates the engineering education www.pec.org.pk
Unified Framework for BE/BS in Telecommunication Engineering Duration: 4 years Semesters: 8 Number of weeks per semester: 16-18 (16 for teaching and 2 for examination) Total number of Credit Hours (CH): 130 – 136 Number of Credit Hour (CH) per semester: 15 – 18 Engineering Domain Courses: 70% Non-engineering Domain Course: 30%
Non Engineering Domain courses
Major Based Core (MBC) Depth Electives Multimedia Systems Digital Electronics Digital Image Processing Satellite Communication Optical Fibre Communications Telecom Policies, Standards and Protocols Telecom Traffic Engineering Spread Spectrum Communications Speech Processing Next Generation Networks Network Security Broadband Communication Networks Radar System Engineering Telecommunication Management Networks (TMN) Radio and Television Engineering Compression Techniques Telecommunication Systems
Telecom Policies, Standards and Protocols • PTA (Pakistan Telecom Authority) Policies & Regulations • ITU Policies, Standards & Regulations • Standards Setting Process, Regulatory Process, Current and Developing Models in International Telecommunication • Technology Law and Policy of International Satellites • Spectrum Management. • Spectrum management functions • Spectrum monitoring • Frequency Allocations • National and International Guidelines • Essentially two seminar lectures by the experts from telecom Industry
Monitoring of Programs by Pakistan Engineering Council through Engineering Accreditation Committee • Zero Visit (6 Months before the launch of the program) • Outcome: Green signal to launch engineering program or program is not allowed to start • 1st interim Visit (End of 1st year of start of program) • 2nd Interim Visit (Start of 3rd year of program) • Accreditation Visit (Start of 4th Year of Program) • Confirmatory visit if there are still weaknesses in the program in terms of: • Faculty • Infrastructure • Curriculum specially Lab work
Conclusion • Every University has to follow unified curriculum • Tough PEC regulations have played major role of deterrent in mushroom growth of engineering Institutions • Pakistan enters into the Washington Accord • It would facilitate mobility of engineering graduates and professionals of Pakistan at international levels.
