Background Board of County Commissioners Senate Bill 360 • Public schools are subject to concurrency. • Requires that adequate school capacity be available to support the impact of residential development at the adopted Level of Service (LOS). • Applied at time of site plan, final subdivision approval, or the functional equivalent, for a development or phase of development. • Adopt by April 1, 2008.

  7. Requirements Board of County Commissioners Levels of Service (LOS) • (a) Elementary: 110% of adjusted FISH * • (b) Middle: 100% of adjusted FISH * • (c) High: 100% of adjusted FISH • * Permanent FISH, adjusted to include “in-slot” schools not to exceed Core Capacity.

Requested Action Board of County Commissioners Action Requested Transmit the amendments as amended (PSFE Policy 6.1.3, CIE Policy 1.3.9) to the Public Schools Facilities Element, Intergovernmental Coordination Element and Capital Improvement Element, and the Draft Amended Interlocal Agreement for Public School Facility Planning and Implementation of Concurrency, to the Florida Department of Community Affairs for further review. ALL DISTRICTS

Amended Policies Board of County Commissioners PSFE Policy 6.1.3, CIE Policy 1.3.9 The LOS standards to implement school concurrency shall be calculated as a percentage of the adjusted permanent Florida Inventory of School Houses (FISH) capacity as follows: (a) Elementary: 110% of adjusted FISH using Modified Middle School Attendance Zones as CSAs (b) Middle: 100% of adjusted FISH using Middle School Attendance Zones as CSAs (c) High: 100% of adjusted FISH using High School AttendanceZones as CSAs (Note: Adjusted permanent FISH for High Schools does not include in-slots)
