  3. Public-Private PartnershipsPPPs Common Objectives: • Info sharing – improve situational awareness • More informed decision making • Expand Capacity • Engage local resources • Improve efficiencies • Increase self-reliance/resiliency

  4. Supported at Federal & State Levels • DHS Private Sector & FEMA Private Sector • Identifying PPPs & sharing models • Rotation of business reps @ Nat. Response Coordinating Center (NRCC) • EMI course re: Building Emergency Mgmt. PPPs • Private Sector Liaisons in 10 FEMA regions • Private Sector Cadres • Grant language to accommodate PPPs • Re-energize ESF 18

  5. All Hands on Deck • For –profit businesses, business orgs. (ACP) • Non-profit organizations • Faith-based organizations • Non-Government Organizations (NGOs) • Academic institutions • Cultural institutions • “Other” public sector

Common Structures • Formed as advisory group to local EM (Local Mitigation Strategy, Community Organizations Active in Disaster • Initially focus on ID logistics resources, info sharing, business continuity training • Growing number est. PPPs/non-profit • Most have MOU/affiliation w/ EM • More operating during “blue-sky” periods

Primary Structure PPPs • Florida Model : ESF 18 – Includes all state agencies and organizations that “touch” business (regulatory, promotion, advocacy, etc.) Link to local ESF 18s • Louisiana Model: Bus. Emergency Operation Center collaboration : LA Emergency Mgmt, Louisiana Econ. Development, the LSU and the University of Louisiana at Lafayette • Safeguard Iowa Model (Iowa Business Council)

  8. Success Measures • Resource Databases > local business engagement • Re-entry Plans (business support damage assessment) • Business continuity training • Advocacy/policy influence (FL gas station generator law, etc.) • Economic impact analysis

Long-term Recovery and Resiliency • Integrate economic development & other business strategies into Comprehensive Emergency Management Plan and Post Disaster Redevelopment Plans • Integrate disaster response, recovery and mitigation planning into economic development, land use planning, etc. • Cross-walk all community planning
