New evidence that Education transforms lives • Education empowers women • Education promotes tolerance • Education equality improves job opportunities and economic growth • Education saves mothers’ lives. • Education improves child nutrition & saves children’s lives • Education improves knowledge and attitudes to environmental sustainability
Monitoring global education targets after 2015 A consensus is emerging over post-2015 education aims: • Address unfinished business on primary school completion; • Extend goals to universal access to early childhood care and education, and lower secondary school completion; • Ensure that children are both in school and also learning • Make sure all young people and adults have the skills needed for the world of work.

Lessons for post-2015 • Need goals for equitable access AND learning with targets that are: • clearly defined • measurable – including equity in targets • based on data that can be collected within timeframe. • that hold international community to account for their commitments
Five individual goals: Equity, measurability and finance 1. Completion of early childhood education, primary education and lower secondary education 2. Quality of early childhood care and education, primary education and lower secondary education 3. Acquisition of youth and adult skills 4. Elimination of inequalities 5. Financing of education Equity
Targets must be set so no one is left behind due to lack of resources After 2015, financing targets should be set for countries to allocate: • at least 6% of GNP on education; only 41 had reached this level by 2011 • at least 20% of their budget on education; only 25 had reached this level by 2011 Financing targets should also apply to aid donors so that all funders are held to account for their promises.
Better data for monitoring education goals post-2015 • Inequality: Track progress: • of the most disadvantaged • of the gap between the most disadvantaged and the most advantaged • Learning: Comparable data on number of children not learning – and updated regularly • Better measurement: Gaps to be addressed: • Early childhood care and education programmes • Skills domains for young people and adults • Disability
