The General Board will be organized into functional committees to accomplish its work • Committees will include board members and ex-officio members • The committees will replace sections and other standing committees • The General Nominating Committee and General Committee on Ministry remain unchanged but relate through the Governance (policy) Committee • Committees report on their own work to the plenary and will be available to assist in the modification of business items at the meeting. The Standing Committee used BoardSource, a non-profit governance advisory organization to interpret current best-practices. • Sources include: • Board Committee Series 1-5 • Governance Series 1-9 • The rules for the General Assembly, General Board and Administrative Committee were rewritten with similar theme and organization to provide cohesive language Resources
Governance Committee • Board member education • Review processes, structures and rules • Receives reports from the General Nominating Committee and the General Committee on Ministry • Ongoing education for implementation of best practices Scope of Committee Work
Mission Finance Committee • Oversight of the mission funding system • Assists staff in the interpretation and promotion of Disciples Mission Fund • Audit Committee • Receives and process the audits of General and Regional ministries and other DMF supported organizations • Serves as the audit committee for the Office of the General Minister and President Committees Continued
Counsel and Mediation • Provides leadership, counsel and oversight in place where mission, structure and finance are in conflict • Resources the church with trained mediators • General Ministry Covenantal Dialogue Committee • Purpose is dialogue with General Ministries for their particular mission of the Christian Church (Disciples of Christ). • Conducting the Covenantal Dialogue Process every five years and reporting the results to the General Board and the respective General Ministry Boards. General Assembly Committee (9) • Conducts site visits related to the time and place of the assembly and serves as the Credentials Committee, if needed at the General Assembly • Provides follow up on General Assembly business items assigned to various ministries in the church • General Minister and President’s Vision Advisory Committee (1) • Serves on the call of the General Minister and President for the purpose of advisement related to the interpretation and implementation of the mission, vision and identity for the Christian Church (Disciples of Christ) Committees Continued
Administrative Committee and the General Board • Serves as the Business Committee processing suggested amendments to business items • Reviews and establishes the agenda for the General Board • Processes General Assembly resolutions for the board • Receives interim reports on behalf of the board • Assigns committee membership • Additional Duties: • The Administrative Committee has specific duties related to the General Assembly, serving as the Committee on Reference and Counsel. (see the Special Rules for Procedure for the General Assembly) • Serves Office of the General Minister and President’s Board (see the Standing Rules for the Administrative Committee) The Role of the Administrative Committee
General Assembly Special Rules for Procedure • Creation of a Call to Action (see separate presentation) by modifying Sense of the Assembly, Items for Research and Reflection, and Study Documents • Updated language and made needed clarifications related to 2005 changes to The Design • These rules require General Assembly approval for amendment • General Assembly Standing Rules • Merged into the General Assembly Special Rules or the General Board Standing Rules for appropriate alignment • The Standing Rules for the General Assembly are amended by the General Board Highlighted changes
General Board Standing Rules • Received the most work related to organization and function of the board (see committee structure) • Clarification regarding the role of the Administrative Committee as per the 2005 Design changes • Streamlined the work of the board to accommodate the reduced size of the board • Administrative Committee Standing Rules • Clarified the role in relationship to the General Board • Clarified the role in relationship to the General Assembly • Clarified the role as the board of the Office of the General Minister and President Significant Changes Continued
