NASCSP Reauthorization Position • Maintain the block grant • Provide sufficient funding • Strengthen current delivery formula • Support research & innovation • Establish performance standards - all levels • Give states clear authority for holding agencies accountable • Strengthen and incentivize collaborations
Maintain the Block Grant Structure with an Emphasis on the State Role • Balance of locally determined activities, with oversight that understands local needs but also establishes common standards and expectations. • Re-emphasize the State role. • Give State option to serve up to 200 % FPL. www.nascsp.org
2. Provide Sufficient Funding to Achieve the Purposes of the Act • $1 billion www.nascsp.org
3. Strengthen Current Delivery Formula • Continue 90% for eligible entities • Require 5% for State Admin, 5% for State discretionary • With increase to $1 billion – 1% of State allocation for innovative efforts www.nascsp.org
4. Establish New Funds for Research and Innovation • With $1 billion approp– Fed OCS use 1.5% of Secretary’s discretionary funds for research and innovation. • Portion of these funds for innovative ventures administered by State CSBG offices www.nascsp.org
5. Establish Performance Standards for all Levels of the Network • Defined, shared performance standards for local, State, and Federal level. www.nascsp.org
6. Give States Clear Authority for Holding Agencies Accountable • Affirm State Role in: • Local agency accountability to contracts and Community Action plans • Designation and de-designation • Termination/defunding for cause consistent with Federal law www.nascsp.org
7. Strengthen and Incentivize Partnerships and Collaborations • Provide incentives to strengthen partnerships and collaborations between the Community Action network and other Federal, State and local anti-poverty programs. www.nascsp.org
