CLD Guidance & Inspection • What we know so far from 143 Learning Community Inspections • Impact on young people or adults is good or better in 80% of inspections • Impact on the community is good or better in 82% of inspections • Improvements in performance presents challenges for many providers • Self-evaluation for improvement also presents challenges for many but improving

What should we look at in future? • Proportionate and risk assessment based approach • why continue to focus on the three practice areas when we know they are strong? • holistic view of impact to allow more time to report on other areas • Closer look at Partnerships & CPD • Inspection needs to add value and support improvement • greater focus on 1.1 and 5.10 • Move away from silo approach as in WALT • Curriculum for Excellence

  4. Strategic Guidance We expect CPPs to: Ensure that systematic assessments of community needs and strengths provide the basis for SOAs and service strategies and plans. Ensure this assessment is based on engagement and continued dialogue with communities, utilising CLD expertise, as well as on analysis of other data. Review current partnership arrangements for planning, monitoring and evaluating CLD and ensure that they are fit for the purposes set out in this Guidance.

  5. Overarching questions • How well are partners improving learning, increasing life chances, promoting & securing well being? • How well are partners working together and improving the quality of services & provision?

Principles of new model • Self-evaluation led (self-evaluation not inspection to drive improvement) • Proportionate-reduced number of QIs • Based on professional dialogue • Services, local authorities and CPPs are principally responsible for improvement, backed by proportionate scrutiny activity • Implementation of Curriculum for Excellence.
