High impact and high efficiency ~16 Mio€ per Mio inhabitants stamps only. LEGALLY VALID CERTIFICATES: eDOCs is one of the key enablers for eGovernment. MANDATES FOR INCLUSION AND FOR COMPANIES: eGovernment has to start with the conventions and the level of trust of conventional approaches THE EUROPEAN DIMENSION COUNTS e.g. IMI and Service Directive

ICT 2005+ : cuttingredtapebysynergy THE BACK OFFICE – the core of efficiency including databases (registers) with basic elements (address, birth, citizenship, etc. ) to minimize data entry - as far as data protection rules and regulations permit eDOC – the virtual administration needs a solid approach to electronic documents eSignature and recognition is key Cross Sector Usage of a data protective eID approach eGovernment – eHealth – eProcurement – private Sector

  9. eSignature Europe can still improve • THE SIGNATURE DIRECTIVE STILL MUST REACH THE „EUROPEAN DIMENSION“ • so far it is focusing on the member state • Cross border recognition and validations • legislation does not materialise • Trust models • Europe harmonised certificates but NOT SIGNATURES • REMAINING PROBLEMS • Signature formats • Document formats • revocation • overcoming voluntary verification
