PresentStatus of SSAs is as below:- • Total No of SSAs – 24 • SSA headed by HAG-1 • SSAs headed by SAG and above – 16 • (Jaipur, Alwar, Bharatpur, Ajmer, Kota, Sikar, Jhunjhunu, Churu, Bikaner, Sri Ganganagar, Bhilwara, Banswara, Udaipur, Nagur, Sirohi, Pali & Jodhpur) • SSAs headed by JAG – 07 • (Sawai Madhopur, Tonk, Bundi, Jhalawar, Chittorgarh, Barmer& Jaisalmer)
Vacant SSAs Head post at present: • HAG headed – 01(Jaipur) • SAG headed – 08 (Bharatpur, Sikar, Churu, Bikaner, Sri Ganganagar, Banswara, Nagur, & Pali) • JAG headed – 03 ( Sawai Madhopur, Tonk & Bundi)
Hence need for Grouping of SSAs is felt necessary in present scenerio.
Need and objective for grouping of SSAs • Acute shortage of staff in all SSAs • To cope with the shortage of Non executives/Executives • To provide better Administration.
Optimum utilisation of available Human Resources. • To bridge the gap between sanctioned & current working strength in SAG/ JAG level. • Smooth &fast working. • Spare Man power will be utilised for Marketing and Operation etc.
Planning,HR/Admin,Operation and Finance functions of 24 SSAs proposed to be carried out in 10 SSA groups in Rajasthan Telecom Circle.
In Phase-I following activities/ functions can be administered from one SSA: • Transfer & Posting in all cadres. • Maintenance of request transfer registers for all cadres. • Promotion & EPP cases of Executives i.e. JTO & above. • Maintenance of Personal files of JTO & above. • Issue of retirement orders for JTO & above. • Processing of NOC for passport/going abroad/ higher education etc. for all cadres: • CGA cases • Above all activities have been implemented in combining planning,HR/Admin,Operation and Finance functions of Udaipur and Banswara SSA.
Subsequent Phases will consist of following functions: • Promotion & Time bound cases of non executive cadres • Training : will require intervention of ITPC Pune for Password management • Regularization cases : will require file transfer • Establishment work: will require file transfer • Sports & Welfare activities : will require data/file transfer
Contd-- • Monitoring of legal cases in various courts (CAT/High Courts/SC/Consumer Courts etc.) • Retirement of non executive cadre • Works related to Direct/Deptt. Exams & other allied works • Medical cases as per delegation if required
