  4. Maximum Award • $250,000 per year with a total budget limit of $1,250,000 (up to 60 months, 5 years). • OSEP will reject any application that proposes a budget exceeding the maximum award for a single budget period of 12 months.

  5. Page Limits and Formatting • The application narrative has a 50 page limit. NOTE: OSEP will reject any application that exceed this limit. • A "page" is 8.5" x 11" (on one side only) with 1” margins at the top, bottom, and both sides. • Double-space (no more than three lines per vertical inch) all text in the Application Narrative, including titles, headings, footnotes, quotations, reference citations, and captions, as well as all text in charts, tables, figures, graphs, and screen shots.

  6. Page Limits and Formatting • Use a font that is 12 point or larger. • Use one of the following fonts: • Times New Roman, • Courier, • Courier New, or • Arial. • Any other font will not be accepted.

  7. Abstract • The Abstract provides a comprehensive description of the proposed project • Use the Abstract template available at www.ed.gov/programs/osepprep/applicant.html#84325k • Complete in MS Word  print  and upload as part of the application.

  8. Dates • Notice Inviting Applications: October 22, 2014 • Applications Deadline: December 5, 2014 • Intergovernmental Review : February 3, 2015 (approximate)

Purpose • The purpose of Personnel Preparation in Special Education, Early Intervention, and Related Services program is to: • help address state-identified needs for personnel preparation in special education, related services, early intervention, and regular education to work with children, including infants and toddlers, with disabilities; and • ensure that those personnel have the necessary skills and knowledge, derived from practices that have been determined through scientifically based research and experience, to be successful in serving those children.

Focus Areas • Preparing Personnel to Serve Infants, Toddlers, and Preschool-Age Children with Disabilities • Preparing Personnel to Serve School-Age Children with Low-Incidence Disabilities • Preparing Personnel to Provide Related Services to Children, Including Infants and Toddlers, with Disabilities • Preparing Personnel in Minority Institutions of Higher Education to Serve Children, Including Infants and Toddlers, with Disabilities.

  11. Eligible Applicants • Institutions of Higher Education • Private nonprofit organizations

  12. Selection Criteria • Significance of the Project 0-20 Points • Quality of Project Services 0-40 Points • Quality of Project Evaluation 0-20 Points • Quality of Project Personnel, Management Plan and Resources 0-20 Points

Application, Programmatic and Administrative Requirements • See pages A-9 through A-24 of the application package, in particular… • Projects funded under this priority must budget annually for a three-day Project Directors’ meeting in Washington, D.C. • Ensure that all scholars recruited into the program will graduate by the end of the grant’s project period.

  14. Application, Programmatic and Administrative Requirements • Ensure that 65% of the requested budget per year will be used for scholar support. • Ensure that the institution will not require scholars to work as a condition of receiving financial support.
