Module Objectives • Detail actions necessary to implement the interim housing mission in the post-disaster environment • Identify command and control structures at all levels of government to ensure effective implementation of the disaster housing mission • Detail the capability to identify, monitor and communicate ongoing situational awareness of the status of displaced survivors and the status of the interim housing mission
Components of the Concept of Operations • Notification and activation of the disaster housing team • Command and control structures • Disaster housing needs assessment • Timeline for assistance delivery • Action planning and situational reporting • Coordination of survivor information and unmet needs
Activate the Disaster Housing Team • Identify individual responsible for activation • Notify the Disaster Housing Taskforce members • Identify the mobilization requirements (time, location, resource needs) • Define the scope of the interim housing mission
Roles and Responsibilities • Verify individual assignments and command and coordination mechanism • Augment Taskforce membership from other organizations to address the long-term recovery mission • Evaluate the Disaster Housing Taskforce membership to verify organizational representation and disaster specific needs
Command and Control/Incident Facilities • Response and recovery incident facilities: • Local & State Emergency Operations Centers • Local Recovery Operations Center / Long-term Recovery Coalition / Unmet Needs Task Force • Joint Housing Solutions Center • Joint Field Office • Disaster Recovery Centers
Initial Damage Assessment Preliminary damage assessment data and habitability assessment data allow the initial estimate of the disaster housing scope and includes: • Number of homes with major damage, destroyed, or uninhabitable • Number of homes which might be made habitable with minimal repairs • Geographic areas with significant impacts
Key Interim Housing Assumptions • Homeowners may require assistance if: • Home is not habitable • Home is not insured • Home is a primary residence • Renters and mobile home residents will likely need direct housing assistance at a group site • U.S. citizenship/legal residency required
Initial Infrastructure Impact Assessment • Initial assessment of the infrastructure will determine the local capability to support the interim housing mission: • Status of utilities including power, water, and wastewater • Availability of community services including fire, EMS, law enforcement , healthcare, schools, etc. • Status of commercial facilities providing life sustaining goods and supplies including food, water, and construction supplies
Locally Available Interim Housing Resources • Hotel and motel vacancy • Available government owned/subsidized housing units • Available rental/seasonal properties • Available manufactured housing • Pre identified properties for use as group sites
Disaster Housing Incident Action Plan • Response Phase: Planning activities are coordinated with the Emergency Operations Center and focus on life safety objectives • Recovery Phase: Transition planning activities to recovery objectives with a more focused and comprehensive emphasis on the disaster housing mission
Disaster Housing Incident Action Plan (Response Phase) • Elements to incorporate in the initial Disaster Housing Plan: • Initial emergency shelter status • Interim housing demand estimates • Status of emergency roofing program • Transitional and interim housing resource assessment • Regulatory issues • Validate contact list for utilities, permits, mobile home park managers
Disaster Housing Incident Action Plan (Recovery Phase) • Elements to incorporate in a Disaster Housing Plan: • Validate need estimates with FEMA applicant registration data and local client management records • Identify and quantify unmet needs • Status of transportation resources • Status and availability of interim housing resources • Areas of environmental concern
Geographic Information Mapping • Geographic elements to support the planning process may include: • boundaries and terrain of the affected areas • Socio-economic characteristics of the affected areas • areas of storm surge (if applicable) • population density affected by event/incident • areas with disrupted utilities and utility grids • 100 and 500 year floodplain areas • numbers/types of housing in affected areas • locations of commercial parks and possible emergency group site locations • Others
Survivor Information and Needs Coordination: FEMA • FEMA registration process for Individual Assistance • FEMA Inspector verifies the loss • Survivor received determination letter: • Housing Funds • Direct Housing Assistance
Survivor Information and Needs Coordination: Local • Local Client Management Systems • Coordination with the Long-term Recovery Coalition / Unmet needs committee including: • Screen the survivors disaster related unmet needs • Conduct an unmet needs gap analysis • Solicit local agency & non profit organization support • Conduct ongoing survivor follow-up
Exit Strategy • Begin planning the exit strategy during the initial stages of interim housing implementation • Return survivors to a self sustaining, independent living environment • Support transition within 18 months
