  1. The Amsterdam Literacy Placement Tool Kaatje Dalderop EU-speak May 25th, 2012

  2. Literacy in Amsterdam • 2009 • Literacy course before civic integration course • Results of literacy courses were disappointing • 60% did not meet the level to enrol in civic integration program (literacy skills required)

  3. Literacy in Amsterdam (2) • 2010: Expert Meeting • 1 course from literacy to civic integration exam • Don’t forget oral skills • Participation as a part of the course • Three Learners’ profiles

  4. Literacy pilot Amsterdam • 4 ‘schools’/ suppliers of education were asked to develop an new literacy program • 3 programmes for 3 learning profiles • Quick learners: literacy, participation and civic integration • Average learners: literacy, participation and parts of civic integration exam • Low skilled learners: participation, portfolio assessment

  5. 3 learner profiles: what program fits best? • Problem: how to decide what program fits best for each student? • Solution: The Amsterdam Literacy Placement Tool

  6. The Amsterdam Literacy Placement Tool What is it? • A tool that helps predict students’ learning outcomes by observing learning behaviour • Used in a four months bridging period

  7. Development • All aspects that were known (both from research and experience) to influence learning outcomes were listed • Related to the person: e.g. age, health • Related to the background of the student: previous education • Attitude, e.g. Attendance • Performance, e.g. Understanding of directions • Knowledge of the Dutch society • Language level

  8. Development (2) • List was discussed with pilot partners • Preliminary version of the tool was developed • Pilot schools observed students for 4 months and rated them on a 3-point scale • As soon as 180 students had completed the bridging period, outcomes of the tool and teacher judgements were compared in order to set cut off scores

  9. Examples

  10. Amsterdam Literacy Placement tool • Problem: how to decide what program fits best for each student? • Answer: after marking student’s skills in a 4 month’s period, the average score on the tool tells what program suits best.

  11. (How) Did it work? • Success: teachers loved the tool even before cut off scores were set • Success: students are successful in the program they are assigned to • Before: less then 40% • Now … ? Will soon be evaluated.
